Title

A Substitute resolution relative to acceptance of funding for the City of Milwaukee Basic Life Support Ambulance Service Support Program from the State of Wisconsin Department of Administration

 

Analysis

This resolution authorizes the Fire Department to accept funds, as a beneficiary, for the City of Milwaukee Basic Life Support Ambulance Service Support Program from the State of Wisconsin Department of Administration in the amount of $5,000,000.00.

 

Body

Whereas, the City of Milwaukee entered into ambulance service provider contracts with private ambulance service providers on or around December 19, 2017 as further set forth in Common Council File Number 171263; and

 

Whereas, the agreement was amended on or around October 25, 2021 to include a subsidy provided by the City to the contracted Basic Life Support (BLS) private ambulance providers for each dispatched service call that is accepted; and

 

Whereas, the United States Department of the Treasury has distributed to the State of Wisconsin Department of Administration funds (“ARPA Funds”) from the Coronavirus State and Local Fiscal Recovery Fund pursuant to 42 U.S.C. § 802, as added by section 9901 of the American Rescue Plan Act of 2021 (“ARPA”); and

 

Whereas, a Final Rule issued by the U.S. Treasury Department effective April 1, 2022, outlines the eligible uses ARPA funds to include payments to beneficiaries who have been negatively impacted by the COVID-19 pandemic such as the City of Milwaukee, as such COVID-19 impacts include severely increased financial strain on the City’s BLS ambulance system; and

 

Whereas, the State has issued a Memorandum of Understanding Regarding the use of ARPA funds by the City and through its Fire Department from 01/01/22 through 12/31/24; now, therefore, be it

 

 

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Fire Department may accept said State funding as a beneficiary for the City of Milwaukee Basic Life Support Ambulance Service Support Program without further approval unless the terms of the project change as indicated in the Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the City Comptroller is authorized to commit funds within the Special Revenue Fund, the following amount for the project titled City of Milwaukee Basic Life Support Ambulance Service Support Program:

Create the necessary Special Revenue Fund - Projects values; budget against the Project values; the amount required under the MOU.  

 

Further Resolved, that the Fire Department is authorized to expend the amount for specified purposes as indicated in the project budget and incur cost consistent with the award date; and enter into necessary contracts and subcontracts for the same, including the MOU with the State of Wisconsin to receive the funds.
