Title
Resolution relative to acceptance and funding of a Connected Learning for Teens ARPA Grant.
Analysis
This resolution authorizes the Milwaukee Public Library to accept and fund a Connected Learning for Teens ARPA Grant project from the United States Department of the Treasury, through the State of Wisconsin Department of Administration in the amount of $400,000. The purpose of the project is to provide opportunities for youth to develop practical workforce skills.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Administration to provide opportunities for youth to develop practical workforce skills; and
Whereas, The operation of this grant from 01/01/23 to 12/31/26 would cost $400,000 of which $400,000 (100%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Public Library shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2023 Special Revenue--Grant and Aid Projects Fund, the following amounts for the project titled Connected Learning for Teens ARPA Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Level values; budget to these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project values; and, be it
Further Resolved, That these funds are budgeted for Milwaukee Public Library which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2023 grant budget funds for specific items of equipment;
3. Expend from the 2023 grant budget funds for training and out-of-town travel by departmental staff.
4. Enter into contracts, subcontracts, and leases as detailed in the grant budget; and The Library Director or her designee may execute the agreement with the State of Wisconsin for receipt of these funds; and, be it
Further Resolved, That the Common Council directs that the 2022 Positions Ordinance should be amended as follows:
