Analysis

This resolution authorizes the Commissioner of Public Works to execute a Memorandum of Understanding (MOU) with State of Wisconsin - Department of Administration allocation of the State and Local Fiscal Recovery Funds from the American Rescue Plan Act for the program Prevent Reckless Driving Through Design. This resolution also directs the City of Milwaukee Comptroller to transfer funds and establish project grant chartfield values for the work associated with this project, with a grantor share of $3,500,000.

Body

Whereas, The State of Wisconsin - Department of Administration has subawarded the amount of $3,500,000 from its State and Local Fiscal Recovery Fund American Rescue Plan Act allocation to the City of Milwaukee for the program Prevent Reckless Driving through Design; and

 

Whereas, the subaward is for the period from March 2021 through December 2026; and

 

Whereas, the subaward is provided entirely by the grantor with no City match; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to accept and expend the subaward funds described above for the purposes described above; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized to enter inter a Memorandum of Understanding between the City of Milwaukee and the State of Wisconsin for the acceptance of the subaward; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized to approve minor changes to the Memorandum of Understanding which do not change its intent; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for planning of the project (Expenditure) and transfer to this account the amount required under the Memorandum of Understanding and the City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share or $5,000, whichever is greater, as follows:
