Minutes note: Holly Ruttenbeck - DPW - said that no survey is conducted for this type of assessments. David Tapia said that there were 2 informational meetings (one virtual and one in person) and that in general, they were well attended and that the majority seemed satisfied with the projects. 4th and 15th Aldermanic Districts W. Vliet St. - N. 12th St. to N. 27th St. (ST3202208XX) Concrete pavement reconstruction, replace curb and gutter, sidewalk and driveway approaches as necessary, signals, street lighting, storm sewer and grading. Ms. Ruttenbeck said that this project if for driveways approaches and sidewalks of 95 properties. Ald. Stamper moved approval. There were no objections. (Prevailed 4-0) 15th Aldermanic District W. Walnut St. - N. 12th St. to N. 20th St. (ST3201903XX) Concrete pavement reconstruction, replace curb and gutter, sidewalk and driveway approaches as necessary, sodding (9.5' width of tree border area), grading, separated bike lanes, signals, street lighting, and storm sewer. Ms. Ruttenbeck said that this project is for driveways approaches and sidewalks of 35 properties. Ald. Stamper moved approval. There were no objections. (Prevailed 4-0)

Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $2,961,423.11.  The total estimated cost of these projects is $17,308,793.11.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

4th and 15th Aldermanic Districts

 

W. Vliet St. - N. 12th St. to N. 27th St. (ST3202208XX) (2984-00-74) File Number 220615: Concrete pavement reconstruction, replace curb and gutter, sidewalk and driveway approaches as necessary, signals, street lighting, storm sewer, and grading. This project is anticipated to be completed during the 2023 construction season.

 

Grantor Non-Reimbursable Paving Fund - ($797,973.91)

Grantor Reimbursable Paving Fund -- $840,303.91

City Share Assessable Paving Fund -- $32,000.00

City Share Non-Assessable Paving Fund - $99,131

Walnut St. - N. 12th St. to N. 20th St. (ST3201903XX) (2674-02-70) File Number 200576: Concrete pavement reconstruction, replace curb and gutter, sidewalk and driveway approaches as necessary, sodding (9.5’ width of tree border area), grading, separated bike lanes, signals, street lighting, and storm sewer. This project is anticipated to be completed during the 2023 construction season and tied to 2265-00-78: N. 27th St. Highway Safety Improvement Program

 

Grantor Non-Reimbursable Paving Fund -- $3,089,123.48

Grantor Reimbursable Paving Fund -- $463,368.52

City Share Assessable Paving Fund -- $12,500.00

City Share Non Assessable Paving Fund -- $2,817,792.11

; and

 

Whereas, W. Vliet St. (ST3202208XX) assessments were previously levied in file number 181468 and will remain the same; and

 

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects W. Vliet St. (ST3202208XX) and W. Walnut St. (ST3201903XX) will be billed after January 1, 2025, but not before 12 months after the project contract has been completed.
