Title

Substitute resolution relating to the appropriation of the second tranche of American Rescue Plan Act funds for various purposes.

 

Analysis

This resolution allocates $75,000,000 to the Milwaukee Fire Department for the purpose of funding Fire Department salaries and fringe benefits, $1,500,000 to the Department of City Development to fund affordable housing and housing support projects and associated employee salaries and fringe benefits, $3,200,000 to the Department of Neighborhood Services to fund that department’s code compliance program and for demolition and deconstruction purposes, and $1,060,000 to the appropriate department to fund a 1% retention incentive pay increase for general City employees who have worked for the City for at least 5 years.

 

Body

Whereas, The Common Council, in File Number 211939, authorized the Department of Administration to accept the second tranche of funding from the U.S. Department of the Treasury for the American Rescue Plan Act (ARPA) grant in the amount of $197,113,324.50; and

 

Whereas, The City received the second tranche of funding through the Local Fiscal Recovery Fund (LFRF) in 2022, in the amount of $197,113,324.50, of which $197,113,324.50 was provided by the grantor and $0 will be provided by the City; and

 

Whereas, allowable uses of ARPA funds under Treasury Department guidelines include “revenue loss,” which includes the use of ARPA funds for general City purposes with certain specific exceptions, and also includes affordable housing support, affordable housing projects, and employee retention; and

 

Whereas, The Common Council, in File Number 210894 authorized allocating $1,060,000 in first tranche ARPA funding for COVID-19 hazard pay; and

 

Whereas, the City considers general City employees who have remained with the City for at least 5 years through a period without regular pay increases to be a group of employees who are in danger of leaving City employment for other employers offering higher pay; and

 

Whereas, The Common Council, in File Number 211939 authorized allocating $75,000,000 from the second tranche for unspecified “revenue loss” purposes and $4,700,000 to the capital budget for affordable housing and housing support projects; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the following amounts are appropriated from the Local Fiscal Recovery Fund in the 2022 Special Revenue and Aid Projects Fund for the following purposes:

 

                     $75,000,000 to the Milwaukee Fire Department for the purpose of funding Fire Department salaries and fringe benefits,

                     $1,500,000 to the Department of City Development to fund affordable housing and housing support projects and associated employee salaries and fringe benefits,

                     $3,200,000 to the Department of Neighborhood Services to fund that department’s code compliance program and for demolition and deconstruction purposes, and

                     $1,060,000 to the appropriate department, which shall be either the Department of Administration or the Comptroller, fund a 1% retention incentive payroll increase for general City employees who have worked for the City for at least 5 years; and, be it

 

Further Resolved, That the Milwaukee Fire Department, the Department of City Development, the Department of Neighborhood Services, the Department of Administration, and the Comptroller, as appropriate, are authorized to expend the appropriated monies as described above; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.                     Transfer the allocation of $1,060,000 in first tranche ARPA funding for COVID-19 hazard pay to fund a 1% increase in pay for all general City employees who have been employed by the City for at least 5 years as a means of retaining such employees; and

 

2.                     Commit funds within the project/grant parent of the 2022 Special Revenue Grant and Aid Projects Fund for the projects;

 

3.                     Create the necessary grant and aid project/grant and project/grant levels, budget against these project grant values the amount required under the grant agreement;

 

4.                     Establish the necessary City share project values.
