Title

Substitute resolution relating to the appropriation of the second tranche of American Rescue Plan Act funds for a Milwaukee emergency medical services augmentation project.

 

Analysis

This resolution allocates and appropriates $5,000,000 from the second tranche of American Rescue Plan Act funds to fund the Milwaukee Fire Department to meet the City’s 2023 subsidy obligations for basic life support ambulance providers operating in service areas that include qualified census tracts.

 

Body

Whereas, the Common Council, in File number 211910, directed the American Rescue Plan Act Funding Allocation Task Force to provide recommendations to the Common Council for the allocation of remaining, unallocated, second tranche American Rescue Plan Act (ARPA) funding in the amount of $100,213,324.50; and

Whereas, the Common Council, in File number 210743, appropriated first tranche ARPA funds in the amount of $4,700,000 to fund the Milwaukee Fire Department’s basic life support ambulance program in 2021, which program included the provision of a subsidy to private ambulance service providers providing ambulance service to Milwaukee residents in service areas encompassing qualified census tracts; and

Whereas, the Fire Department anticipates receiving funding from the State of Wisconsin - Department of Administration’s ARPA allocation to fund the City’s 2022 subsidy obligations; and

Whereas, funding for the basic life support program must be appropriated for the City’s 2023 subsidy obligations from the City ARPA funds presently designated for Task Force consideration; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that $5,000,000 from the remaining second tranche ARPA funding shall be allocated and appropriated to the Milwaukee Fire Department to fund the City’s subsidy obligations to the private ambulance service providers providing basic life support services under contract with the City of Milwaukee in service areas including qualified census tracts; and, be it

Further Resolved, that the amount of second tranche ARPA funds under consideration by the ARPA Funding Allocation Task Force be reduced to $95,213,324.50; and, be it

Further Resolved, That the Milwaukee Fire Department is authorized to expend the appropriated monies as described above; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.                     Commit funds within the project/grant parent of the 2022 Special Revenue Grant and Aid Projects Fund for the projects;

 

2.                     Create the necessary grant and aid project/grant and project/grant levels, budget against these project grant values the amount required under the grant agreement;

 

3.                     Establish the necessary City share project values.
