Title
Substitute resolution relating to implementation of various provisions of the 2023 budget.
Analysis
This resolution authorizes the Department of Administration to reallocate portions of the first tranche of the City’s American Rescue Plan Act (ARPA) funding that were allocated in the 2022 Adopted Budget for use in the 2023 Adopted Budget, specifically, up to $973,535 from the Health Department’s lead abatement program and up to $500,000 from the Department of Public Works for street lighting circuit reliability improvement. This resolution further authorizes the Department of Administration to allocate up to $2,500,000 of the second tranche of ARPA allocations to ensure consistency with the 2023 Adopted Budget. Projects funded by this ARPA allocation include funding: Library service hours, 1.5 heavy apparatus in the Fire Department, the Department of City Development’s Commercial Corridor Program, the Treasurer’s Office, the Healthy Food Establishment Fund, an Emergency Medical Services Matrix study, and the MKE Community Excellence Fund Special Purpose Account in the Common Council - City Clerk’s Office.

Whereas, On October 21, 2021, the Common Council adopted Resolution File Number 210894, relating to the appropriation of the remainder of the first tranche of American Rescue Plan Act (ARPA) funds; and
Whereas, The Common Council allocated portions of ARPA funding for use in the 2022 Adopted Budget via File Number 210001; and
Whereas, On February 8, 2022, the Common Council adopted Resolution File Number 211526, relating to the adjustment of allocations for the first tranche of ARPA; and
Whereas, On May 10, 2022, the Common Council adopted Resolution File Number 211939, relating to the use of the second tranche of ARPA funds for financial sustainability; and
Whereas, On June 21, 2022, the Common Council adopted Resolution File Number 211910, creating the ARPA Funding Allocation Task Force; and
Whereas, The Common Council allocated $26,050,477 from the first tranche of ARPA funds to the Health Department for lead abatement; and
Whereas, The Common Council allocated $10,000,000 from the first tranche of ARPA funds to the Department of Public Works for street lighting circuit reliability improvement; and
Whereas, A significant portion of ARPA funding allocated to the Health Department and to the Department of Public Works remains unencumbered, unexpended, and not on track to be encumbered or expended by the end of 2023; and
Whereas, Changes to a portion of the allocation of the first tranche of ARPA funds and allocation of a portion of the second tranche of ARPA funds consistent with the 2023 Adopted Budget must be implemented to enable City departments to establish authorized projects and expend ARPA funds on projects that restore funding to the Library, restore funding to the Fire Department, add funding to the Department of City Development’s Commercial Corridor Program, restore funding to the Treasurer, provide funding to the Healthy Food Establishment Fund, fund an Emergency Medical Services Matrix study, and fund the MKE Community Excellence Fund Special Purpose Account in the Common Council - City Clerk’s Office; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to adjust up to $973,535 from the Health Department’s lead abatement program and up to $500,000 from the Department of Public Works for street lighting circuit reliability improvement from each respective department’s portion of the first tranche of ARPA allocations as set forth in Exhibit A of Common Council File Number 210894, among City departments to ensure consistency with the 2023 Adopted Budget; and, be it
Further Resolved, That the Department of Administration is authorized to adjust up to $2,500,000 of the second tranche of ARPA allocation to ensure consistency with the 2023 Adopted Budget; and, be it
Further Resolved, That projects funded by this portion of ARPA allocations shall include funding Library service hours, 1.5 heavy apparatus in the Fire Department, the Department of City Development’s Commercial Corridor Program, the Treasurer’s Office, the Healthy Food Establishment Fund, an Emergency Medical Services Matrix study, and the MKE Community Excellence Fund Special Purpose Account in the Common Council - City Clerk’s Office; and, be it
Further Resolved, That the City Comptroller is authorized to establish the necessary accounts and accounting procedures to carry out the intent of this resolution.
