Title

Resolution relating to acceptance and funding of a U.S. Department of Justice Bureau of Justice Assistance Byrne Criminal Justice Innovation Program grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a subaward from the Medical College of Wisconsin in the amount of $218,562, with a City share of $0 and a grantor share of $218,562.   

Body

Whereas, The City of Milwaukee appears to be eligible as a subrecipent for federal grant funds from the Medical College of Wisconsin as part of a U.S. Department of Justice Bureau of Justice Assistance Byrne Criminal Justice Innovation Program grant; and

 

Whereas, The purpose of the subaward grant is to take a multi-sector collaborative response to gun violence concentrated within the City of Milwaukee by establishing a framework of public health, public safety, and community partners to implement a Milwaukee Violence Response Public Health and Safety Team (VR-PHAST); and

 

Whereas, The VR-PHAST aims to improve communication and information sharing among partners, identify resources and unmet needs, and coordinate and enhance the response to violence utilizing a collective impact approach; and

 

Whereas, The operation of this subaward grant from 10/1/2021 to 9/30/2024 would cost $218,562, of which $0 would be provided by the City and $218,562 (100%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept this subaward grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2022 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2022 VR-PHAST Grant:

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date; and

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent.

Further Resolved, That the 2022 Positions Ordinance shall be amended as follows:
