Resolution authorizing the Commissioner of Public Works and Comptroller to execute two State Municipal Agreements with the Wisconsin Department of Transportation for the installation of traffic signal improvements and to fund preliminary engineering for two projects at 41 intersections in various Aldermanic Districts with a total estimated cost of $54,400, with an estimated grantor share of $47,160, and an estimated City share of $7,240.
Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to execute two State Municipal Agreements with the Wisconsin Department of Transportation for the installation of traffic signal improvements and to fund preliminary engineering for two projects at 41 intersections in various Aldermanic Districts. The total estimated cost of the two projects is $437,700 with a grantor share of $392,130, and a City share of $45,570. The total estimated preliminary engineering cost for the two projects is $54,400, with a grantor share of $47,160 and a City share of $7,240. Approval of construction costs will be in a future resolution.
Body
Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation, along with two State Municipal Agreements to be executed by the City of Milwaukee, for the installation of traffic signal improvements under the 2023 Signals and ITS Standalone Program; and
Whereas, Eight inch signal displays were identified at 34 connecting highway intersections; and
Whereas, Seven connecting highway intersections have been identified for the installation of video vehicle detection equipment; and
Whereas, The installation of larger twelve inch signal displays at the 34 intersections will reduce the frequency and severity of crashes throughout the project area, particularly right angle and rear end crashes; and
Whereas, The installation of video detection at seven connecting highway intersections will reduce delay and crashes at the intersections identified; and
Whereas, The Wisconsin Department of Transportation has submitted two State Municipal Agreements for execution by the City of Milwaukee for the design and construction of:

and
Whereas, The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute two State Municipal Agreements for the programming, design, and construction of the aforementioned project with Signal and ITS Standalone Program funds, copies of which is attached to and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake preliminary engineering for the above-mentioned project which is anticipated to begin in 2022 and to reimburse WISDOT for preliminary engineering costs they incur for the improvements; and, be it
Further Resolved, That Department of Public Works shall request in a future resolution funding for the construction phases of the project; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the project and transfer to any of these accounts the amount required under this grant agreement and City Accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and the local share or $5,000, whichever is greater as follows:
