This resolution authorizes the Department of Public Works to file a petition to the Office of the Commissioner of Railroads for the alteration of the Soo Line Railroad Crossing at North Plankinton Avenue.
Body
Whereas, Section 195.29 Wisconsin Statutes authorizes the Office of the Commissioner of Railroads to determine whether the alteration of the crossing is necessary to promote public safety and convenience, to determine the necessary warning devices for the new crossing, and to apportion all costs for the crossing, including the costs of any automatic warning devices, and

Whereas, The Office of the Commissioner of Railroads investigated this crossing and observed northbound vehicular queues spilling back from the traffic signals at West St. Paul Avenue to an unsafe point near the Soo Line railroad crossing, and

Whereas, After being made aware of the concerns of the Office of the Commissioner of Railroads, the Department of Public Works increased the duration of the northbound green phase for the traffic signals at the intersection of North Plankinton Avenue and West St. Paul Avenue, and

Whereas, To remediate the potential safety issues, the City of Milwaukee proposes to alter the at-grade crossing of North Plankinton Avenue, a public street with the tracks of the Soo Line Railroad, and

Whereas, To remediate the potential safety issues, the Department of Public Works proposes to install traffic signal detection equipment near the railroad crossing that can adjust the timing and sequencing of the traffic signals based on demand, and
