Title

Resolution relating to acceptance and funding of the Tribal and Local Law Enforcement Agency Initiative and State Department of Administration, American Rescue Plan Act (ARPA) of 2021 funds specifically for the Milwaukee Police Department.

 

Analysis

This resolution authorizes the Milwaukee Police Department to accept funding from the Tribal and Local Law Enforcement Agency Initiative and State Department of Administration, American Rescue Plan Act of 2021 funds from the State of Wisconsin, Department of Administration in the amount of $5,216,000.  The funds, wherein Milwaukee Police Department is a beneficiary, will allow for expenditures to enhance local law enforcement efforts. The purpose of the funding is to help make Wisconsin communities safer through investment in local law enforcement agencies. 

 

Body

Whereas, the City of Milwaukee has been allocated $5,216,000 from the State of Wisconsin, Department of Administration; and

 

Whereas, the operation of this funding is from 03/15/2022 to 06/30/2023; now therefore, be it

 

Resolved, by the Common Council of the City of Milwaukee that the Police Department shall accept this funding without further approval unless the terms of the funding change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, that the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2022 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled Tribal and Local Law Enforcement Agency Initiative and State Department of Administration, ARPA Funds:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the memorandum of understanding (MOU) agreement; and, be it

 

Further Resolved, that these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the MOU and incur costs consistent with the award date;

 

2.                     Enter into subcontracts and leases as necessary to expend the funds; and be it

 

Further Resolved, that all funds are to be expended to enhance law enforcement efforts in the City of Milwaukee in the categories listed in the MOU from the State of Wisconsin, Department of Administration.
