Title

Resolution authorizing the Department of Administration - Environmental Collaboration Office to accept and fund an Energy Innovation Grant from Public Service Commission of Wisconsin’s Office of Energy Innovation to implement significant energy efficiency upgrades at City of Milwaukee Fire Department engine houses and provide energy awareness training.

 

Analysis

This resolution authorizes the Department of Administration- Environmental Collaboration Office (ECO) to accept grant award funds from the Public Service Commission, Office of Energy Innovation (PSC-OEI) to implement significant energy efficiency upgrades at City of Milwaukee Fire Department engine houses and provide energy awareness training. This project will be funded by a $443,642 grant from the PSC-OEI and a matching contribution of $202,120 of in-kind staff time and funding from the City’s Better Buildings Challenge capital account.

 

Body

Whereas, On December 17, 2013, the Common Council adopted File Number 131035, a resolution adopting “ReFresh Milwaukee: City of Milwaukee Sustainability Plan 2013-2023” as the City’s first sustainability plan and directing its implementation; and

Whereas, The energy chapter of the ReFresh Milwaukee plan contains the goal:  “Portfolio-wide, the City’s building energy use reduced 20 percent by 2020 (per the City’s pledge to meet the Better Buildings Challenge”; and

 

Whereas, these energy-efficiency projects will help the City of Milwaukee reduce municipal building operating expenses, improve the building stock, and improve the environment; and

 

Whereas, The City of Milwaukee participates in the national Better Buildings Challenge for its own facilities and encourages commercial building owners and managers in Milwaukee to track and reduce their energy usage through leading by example in the community; and

 

Whereas, ECO convenes the City’s Energy Reduction Team comprised of facility managers from various city departments to systematically work toward increasing energy efficiency of City facilities, which will help control long-term facility operating costs to taxpayers; and

 

Whereas, ECO was previously awarded a grant from the Office of Energy Innovation in 2018 and worked with Edison Energy to complete a Comprehensive Energy Plan.  This new award from OEI will help to implement several energy efficiency recommendations from that plan at City of Milwaukee Fire Department engine houses; and

 

Whereas, the City of Milwaukee will receive $443,642 of award funds from PSC-OEI and has pledged in-kind staff time and capital budget funding of $202,120 for a total project value of $645,762; now therefore be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Environmental Collaboration Office is authorized to accept the $443,642  grant from the PSC-OEI to implement significant energy efficiency upgrades at City of Milwaukee Fire Department engine houses and provide energy awareness training; and, be it

 

Further Resolved, That the Environmental Collaboration Office is authorized to accept and allocate funding awards as outlined in the grant application unless otherwise dictated by Public Service Commission; and, be it

 

Further Resolved, That the City of Milwaukee assures and certifies that it will comply with the regulations, policies, guidelines and requirements with respect to the acceptance and use of the Public Service Commission grant agreement; and, be it

 

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Commit funds within the Project/Grant Parent of the 2022 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled “Implementation of Milwaukee Comprehensive Energy Plan”:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted for the Department of Administration-Environmental Collaboration Office, which is authorized to:

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

2.                     Establish the necessary city share project values.

 

; and, be it

 

 

Further Resolved, That the Environmental Collaboration Office and its partner will comply with the regulations associated with the grant agreement.
