Title

Analysis

This resolution authorizes the Fire and Police Commission to sign the Participation Agreement between the City of Milwaukee, AT&T, and the State of Wisconsin to allow a site survey to be completed to facilitate connection to the State Emergency Services IP Network (ESInet).

Body

Whereas, The Participation Agreement between the City of Milwaukee, AT&T, and the State of Wisconsin is intended to allow a site survey to be completed to facilitate connection to the State Emergency Services IP Network (ESInet); and

 

Whereas, ESInet is the infrastructure that is able to deliver Next Generation 9-1-1 (NG9-1-1) voice and text 9-1-1 calls via an Internet Protocol (IP) network; and

 

Whereas, NG9-1-1 is capable of providing more accurate 9-1-1 caller location information and has the capacity to send other types of data such as pictures and video; and

 

Whereas, The Participation Agreement authorizes AT&T to survey both the City’s and AT&T’s infrastructure to identify any needed improvements necessary for both sides to facilitate connection to the State’s ESInet system; and

 

Whereas, Upon completion of the survey, the City shall be presented with the findings and have the opportunity to either approve any needed changes to move ahead with connecting to the ESInet or to decline the proposal; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Participation Agreement between the City of Milwaukee, AT&T, and the State of Wisconsin to allow a site survey to be completed to facilitate connection to the State Emergency Services IP Network (ESInet), a copy of which is attached to this file, is authorized; and, be it

 

Further Resolved, That the proper City officials are authorized to enter into this Participation Agreement, in a form substantially similar to the attached copy, on behalf of the City of Milwaukee.
