Minutes note: Individual appearing: Steven Mahan, Community Development Grant Administration Ald. Davis says that there are some benchmarks that the Harambee Ombudsman Project, Inc. needs to achieve before they are approved to apply for more funds in the future. Mr. Mahan says that a meeting has been scheduled between Ald. Milele Coggs and city staff and the board members of Harambee and that there may be some micromanagement of the organization in the future. Mr. Mahan also says that a write-up of the meeting will be distributed to the committee members. Ald. Wade requests being notified of the date and time of the meeting between the Harambee Ombudsman Project and city staff.

Title

Resolution relative to the transfer of HOME-Community Housing Development Organization funding from the Harambee Ombudsman Project, Inc. to another Service Provider.

Analysis

This resolution authorizes the transfer of HOME-Community Housing Development Organization funding in the amount of $1,081,100 from the Harambee Ombudsman Project, Inc. to the Martin Luther King Economic Development Corp. and Friends of Housing Corp.

Body

Whereas, The Common Council of the City of Milwaukee has previously approved the 2007 - 2009 HOME CHDO awards to the Harambee Ombudsman Project, Inc. for the housing activity as a HOME-Community Housing Development Organization (CHDO); and

 

Whereas, The Harambee Ombudsman Project, Inc. has notified the Community Development Grants Administration (CDGA) of their intentions to utilize a small portion of this housing activity; and

 

Whereas, The Martin Luther King Economic Development Corp. has notified CDGA of their intentions to use the HOME-CHDO funding for a project of Scattered Site III in the amount of $149,949; and

 

Whereas, The Friends of Housing Corp. has also notified CDGA of their intention to use the HOME-CHDO funding for Section 202 Supportive Housing  in the amount of $931,151; and

 

Whereas, The Community and Economic Development Committee recommends the transfer of the HOME-CHDO funding from the Harambee Ombudsman Project, Inc.  to the Martin Luther King Economic Development Corp. in the amount of $149,949 and to the Friends of Housing Corp. in the amount of $931,151; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Community Development Grants Administration is authorized the transfer the HOME-CHDO funds as stated above; and, be it

 

Further Resolved, That the Martin Luther King Economic Development Corp, and Friends of Housing Corp. shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it

 

Further Resolved, That payments for HOME-CHDO cost incurred shall be paid in accordance with approved HOME-CHDO reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it

 

Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the Community Development Entitlement Funding Program.
