This ordinance renames North 24th Street, from West Keefe Avenue to West Center Street, North Dr. Lester Carter Drive.

Body
Whereas, Dr. Lester Carter, who died in January 2022 at the age of 90, was one of the longest-serving African-American pharmacists in the country and was considered to be many Milwaukeeans’ first doctor; and

Whereas, After enrolling as the only African-American in the class of 1942 at Creighton University, Dr. Carter served in the Korean War, then later became Creighton’s first African-American graduate in 1958; and

Whereas, Dr. Carter faced instances of racism throughout his life, but persevered to establish a thriving business on 24th and Burleigh streets in 1968; and

Whereas, At Carter Drug Store, Dr. Carter became a community anchor and icon, offering critical healthcare advice, including herbal remedies, to his customers in the Amani neighborhood for 47 years; and

Whereas, Dr. Carter was a self-published author, and completed “Healing the Human Body with God’s Remedies” in 2017; and

Whereas, In April 2021, the Common Council adopted File Number 201409, which allows the regular procedure for naming or renaming public streets, buildings, and other facilities to be suspended whenever four-fifths of the common council members vote to name or rename a particular public street, building, or other facility; and

Whereas, In 2017, the Common Council adopted File Number 170611 which assigned the honorary street name "Dr. Lester Carter Drive" to North 24th Street from West Burleigh Street to West Auer Avenue; and
