Resolution relative to acceptance and funding of 2022 Homeland Security Program Southeast Wisconsin Threat Analysis Center (STAC) Intelligence and Infrastructure Protection Analyst grant.
Analysis
This resolution authorizes the Milwaukee Police Department to accept and fund a 2022 Homeland Security Program Southeast Wisconsin Threat Analysis Center (STAC) Intelligence and Infrastructure Protection Analyst grant from the Wisconsin Department of Military Affairs Wisconsin Emergency Management in the amount of $115,000 with a city share of $0 and a grantor share of $115,000. The purpose of the grant is to improve the ability to detect, prevent, deter, and respond to crime and terrorism by funding an Intelligence and Infrastructure Protection Analyst to perform multi-sector data analysis.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Military Affairs Wisconsin Emergency Management to improve the ability to detect, prevent, deter, and respond to crime and terrorism by funding an Intelligence and Infrastructure Protection Analyst to perform multi-sector data analysis; and
Whereas, The operation of this grant from 1/1/2022 to 12/31/2022 would cost $115,000 of which, $0 would be provided by the city and $115,000 (100%) would be provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2022 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2022 STAC Intelligence and Infrastructure Analyst Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant
budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent; and
3. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the 2022 Positions Ordinance be amended as follows to reflect the change in footnote (Z):
