Analysis
This resolution reserves and appropriates $1,150,000 from the 2022 Common Council Contingent Fund for the purpose of meeting financial obligations related to the defense of claims and litigation brought against the City. These funds are reserved and appropriated as follows:

1. $850,000 to the Damages & Claims Fund SPA.

2. $300,000 to the Outside Counsel/Expert Witness SPA.

This resolution also provides that additional funds shall not be transferred from the Common Council Contingent Fund to the Outside Counsel/Expert Witness Fund and Damages and Claims Special Purpose Accounts that have not previously been authorized prior to the date of adoption of this resolution.

Whereas, Exposure of the City to claims, costs and other unanticipated expenditures has increased significantly over the last two years as a result of settlements and payments arising from law enforcement activities, employment discrimination claims files against the City, uninsured motorist claims, and the need for outside counsel expert witness services; and

Whereas, A settlement for $350,000 has been approved to settle the claims raised by Andra Williams in Andra Williams v. City Of Milwaukee, et. al., in the Eastern District of Wisconsin alleging employment discrimination based on race and sex; and

Whereas, Pending Uninsured Motorist Claims filed against the City are in excess of $250,000; and

Whereas, Additional Settlement and Judgements against the City are in excess of $150,000; and
