Title

Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $1,825,000 for a total estimated cost of these projects being $10,873,000.

Analysis

This resolution authorizes engineering studies on projects which by City Charter are nonassessable.  After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council.  The City cost for engineering these projects is estimated to be $1,825,000 with the total cost estimated to be $10,873,000.

Body

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:

 

1st Aldermanic District

 

Area bounded by W. Silver Spring Dr. to Lincoln Creek and N. 27th St. to N. 41st St. (SM494100103): Sanitary sewer lining. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $5,000).  The total estimated cost for this project including the requested amount is $2,475,000.  This project is anticipated to be completed during the 2010 construction season.

 

N. 19th Pl. - W. Courtland Ave. to W. Hampton Ave. (SM495100013): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $152,000.  This project is anticipated to be completed during the 2010 construction season.

 

3rd Aldermanic District

 

N. Oakland Ave. - E. Royall Pl. to E. Kane Pl. (SM495100014): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $102,000.  This project is anticipated to be completed during the 2010 construction season.

 

5th Aldermanic District

 

N. 107th St. - 150 feet m/l north of W. Lancaster Ave. to W. Villard Ave. (SM495100012): Sanitary sewer lining. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $56,000.  This project is anticipated to be completed during the 2010 construction season.

 

7th Aldermanic District

 

W. Auer Ave. - N. 37th St. to N. 38th St. (SM495100015): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $61,000.  This project is anticipated to be completed during the 2010 construction season.

 

W. Hope Ave. - 180 feet m/l east of N. Toronto Ave. to N. 39th St. (SM495100009): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $275,000.  This project is anticipated to be completed during the 2010 construction season.

 

10th Aldermanic District

 

W. Stevenson Ave. - 130 feet m/l east of N. 69th St. to N. 69th St. (SM495100007): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $35,000.  This project is anticipated to be completed during the 2010 construction season.

 

11th Aldermanic District

 

W. Kinnickinnic River Pkwy. - W. Cleveland Ave. to S. 60th St. (SM495100016): Sanitary sewer lining. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $94,000.  This project is anticipated to be completed during the 2010 construction season.

 

W. Oklahoma Ave. - S. 72nd St. to the bridge west of S. 74th St. (Milwaukee County ARRA) (ST214090111): Paving the roadway with concrete.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  The total estimated cost for this project is $600,000.  This project is anticipated to be completed during the 2010 construction season.

 

14th Aldermanic District

 

E. Tripoli Ave. - 350 feet m/l east of S. Clement Ave. to S. Clement Ave. (SM495100011): Storm sewer lining. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $18,000.  This project is anticipated to be completed during the 2010 construction season.

 

S. 6th St. - W. Ohio Ave. to W. Euclid Ave. (SM495100008): Storm sewer lining. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $76,000.  This project is anticipated to be completed during the 2010 construction season.

 

15th Aldermanic District

 

Area bounded by W. Clarke St. to W. Meinecke Ave. and N. 20th St. to N. 26th St. (SM495100010): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $12,000).  The total estimated cost for this project including the requested amount is $3,314,000.  This project is anticipated to be completed during the 2010 construction season.

 

City Wide

 

Examinations of medium sized sewers by CCTV (SM495100006): (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $15,000).  The total estimated cost for this project including the requested amount is $420,000.  This project is anticipated to be completed during the 2010 construction season.

 

Indirect Account/Engineering Studies throughout the City of Milwaukee (SM495100001): (Nonassessable Sewer Maintenance Relay Fund-2010 Budgeted Funds -- $600,000).  The total estimated cost for this project is $600,000.  This project is anticipated to be completed during the 2010 construction season.

 

Various Aldermanic Districts

 

Administration cost for alley paving engineering (ST212100001): (Nonassessable Alley Paving Fund-2010 Budgeted Funds -- $150,000).  The total estimated cost for this project is $150,000.  This project is anticipated to be completed during the 2010 construction season.

 

Administration cost for alley paving engineering (ST212090001): (Nonassessable Alley Paving Fund -- $10,000, Additional Funds).  The total estimated cost for this project is $160,000.  This project is anticipated to be completed during the 2009 construction season.

 

Administration cost for sidewalk paving engineering (ST230100001): (Nonassessable 2010 Budgeted Funds -- $80,000).  The total estimated cost for this project is $80,000.  This project is anticipated to be completed during the 2010 construction season.

 

Administration cost for 2011 sidewalk paving engineering (ST230110138): (Nonassessable 2010 Budgeted Funds -- $20,000).  The total estimated cost for this project is $80,000.  This project is anticipated to be completed during the 2010 construction season.

Asphalt resurfacing of various streets by contract. (ST211100143): The total estimated cost for this project is $700,000.  This project is anticipated to be completed during the 2010 construction season.

 

Sealcoating of various streets by contract (ST211100144): The total estimated cost for this project is $400,000.  This project is anticipated to be completed during the 2010 construction season.

 

Crackfilling of various streets by contract (ST211100145): The total estimated cost for this project is $200,000.  This project is anticipated to be completed during the 2010 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That if surplus 2009 funds become available, some or all of the 2010 budget projects may be funded with 2009 funds, however, all remaining 2009 funds shall be used for these projects prior to any 2010 fund expenditures.
