Title
Resolution authorizing the Commissioner of Public Works to execute project agreements titled “State/Municipal Agreement for a Highway Improvement Project” with the Wisconsin Department of Transportation for the programming, design, railroad coordination, and construction of various local bridge projects with 80 percent Federal/State aid under the Local Bridge Replacement and Rehabilitation Program and to set up funds for design engineering and railroad coordination with a City of Milwaukee share of $117,800 and a grantor share of $471,200.
Analysis
This resolution authorizes the Commissioner of Public Works to execute project agreements with the Wisconsin Department of Transportation for the programming, design, and construction of various local bridge projects with 80 percent Federal/State aid under the Local Bridge Replacement and Rehabilitation Program. This resolution also directs the City Comptroller to transfer funds and establish project/grant Chartfield values for the preliminary engineering and railroad coordination for these projects. The estimated total design engineering and railroad coordination cost for the projects is $589,000, of which the City’s share is $117,800 and the grantor’s share is $471,200. The agreements reflect an estimated total cost for these bridge projects that is $3,689,000, of which the City’s share is $737,800 and the grantor share is $2,951,200. Construction funds for these projects will be included in future resolutions.

Whereas, Preliminary approval has been received from the Wisconsin Department of Transportation (WISDOT) along with the agreements to be executed by the City of Milwaukee for the programming, design, and rehabilitation of the following local bridges with 80 percent Federal/State aid:

; and
Whereas, These bridges are included on the Department of Public Works Local Bridge Replacement and Rehabilitation Program; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, The bridge projects are programmed for construction starting in 2010; and
Whereas, Funds for the construction phase of the bridge projects will be included in future resolutions; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the project agreements for the rehabilitation of several local bridges with 80 percent Federal/State aid under the Local Bridge Replacement and Rehabilitation Program, copies of which are attached to Common Council Resolution File Number 091016, and are incorporated by reference as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized to undertake, or to engage a consultant to undertake, design engineering for the rehabilitation of several local bridges and to reimburse the WISDOT for design engineering costs they incur for the improvement; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund Grant and Aid Projects, the necessary Project/Grant Chartfield values for design engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amount for the grantor’s share and local share of $5,000, whichever is greater, as follows:
