Title
Resolution authorizing the construction of street lighting improvements on various local streets and bridges as part of the Mitchell Interchange Reconstruction, with a total estimated cost of $227,440.40 of which 100% is State funded.
Analysis
This resolution authorizes the Commissioner of Public Works to install interim street lighting facilities, to install permanent street lighting facilities and remove interim street lighting facilities on West Layton Avenue from South 20th Street to South 13th Street, South 20th Street from West Layton Avenue to West Van Norman, West Whitaker Avenue from South 13th Street to South 15th Street, South 16th Street from West Vogel Avenue to a point north West Holmes Avenue, and under deck lighting at the overpasses at West Edgerton Avenue, West Bolivar Avenue, and West Ramsey Avenue and adjoining streets in conjunction with Mitchell Interchange reconstruction. Funding for the construction of the street lighting improvements is to be provided entirely by the Wisconsin Department of Transportation as part of the interchange project, total estimated cost of $227,440.40 of which 100% is State funded.

Whereas, The Wisconsin Department of Transportation is reconstructing the Mitchell Interchange of IH 94, USH 41, IH 43, and IH 894 under the State Highway Improvement Program; and
Whereas, The Interchange reconstruction project provides cost participation for City of Milwaukee street lighting system improvements required due to this construction; and
Whereas The Council has previously passed Common Council File number 090541 on September 22, 2009, for the installation of transformer enclosures as part of this project; and
Whereas, Additional interim and permanent lighting facilities will be installed and interim facilities removed on West Layton Avenue from South 20th Street to South 13th Street, South 20th Street from West Layton Avenue to West Van Norman, West Whitaker Avenue from South 13th Street to South 15th Street, South 16th Street from West Vogel Avenue to a point north West Holmes Avenue, and under deck lighting at the overpasses at West Edgerton Avenue, West Bolivar Avenue, and West Ramsey Avenue and adjoining streets as part of this project; and
Whereas, The total estimated cost of street lighting improvements included as part of this project is; $227,440.40; and
Whereas, One hundred percent of the participating project cost, or $227,440.40, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2009 Capital Grant and Aid Projects Account, Project/Grant Number SP032090100; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works be and hereby is authorized to execute a contract with the Wisconsin Department of Transportation pertaining to cost participation for the installation of street lighting system improvements, in conjunction with the reconstruction of the Mitchell Interchange, on on West Layton Avenue from South 20th Street to South 13th Street, South 20th Street from West Layton Avenue to West Van Norman, West Whitaker Avenue from South 13th Street to South 15th Street, South 16th Street from West Vogel Avenue to a point north West Holmes Avenue, and under deck lighting at the overpasses at West Edgerton Avenue, West Bolivar Avenue, and West Ramsey Avenue and adjoining streets adjoining streets; and, be it
Further Resolved, That upon approval of this contract, the Commissioner of Public Works is authorized to install or modify street lighting facilities in conjunction with the paving of these highway improvements; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share or $5,000, whichever is greater as follows:
