Title

Substitute resolution directing the Department of Administration- Intergovernmental Relations Division to investigate the feasibility of the State of Wisconsin granting the City of Milwaukee authority to tax casino jackpot winnings.

Analysis

This resolution directs the Department of Administration-Intergovernmental Relations Division to investigate the feasibility of the State of Wisconsin granting the City of Milwaukee authority to tax casino jackpot winnings from electronic-based gaming machines like slot machines, video poker, electronic blackjack and electronic roulette.

 

The Intergovernmental Relations Division is further directed to report its findings and recommendations to the Common Council by May 31, 2022.

Body

Whereas, Shared revenue allocations to the City from the State of Wisconsin have been flat or declining for many years, and have not kept pace with increases in State tax revenues; and

 

Whereas, The City struggles to deliver essential services to its residents due to declines in both actual State shared revenue receipts, and the purchasing power of funds received; and

 

Whereas, The City’s taxing authority is granted solely by the State, and is limited to the levying of property taxes; and

 

Whereas, The City needs new sources of revenue to continue delivering essential services to its residents; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Intergovernmental Relations Division is directed to investigate the feasibility of the State of Wisconsin granting the City of Milwaukee authority to tax casino jackpot winnings; and, be it

 

Further Resolved, This investigation shall focus on casino jackpot winnings from electronic-based gaming machines like slot machines, video poker, electronic blackjack and electronic roulette; and, be it

 

Further Resolved, The Intergovernmental Relations Division shall report its findings and recommendations to the Common Council by May 31, 2022.
