Title
Resolution approving the City of Milwaukee Comprehensive Outdoor Recreation Plan 2022-2027, including a Gathering Place Feasibility Study.
Analysis
This resolution approves the City of Milwaukee Comprehensive Outdoor Recreation Plan 2022-2027, which is a requirement for receiving State of Wisconsin and Federal grants for improving outdoor recreation facilities. One element of the Comprehensive Outdoor Recreation Plan is a Gathering Space Feasibility Study, which is included in the Plan.
Body
Whereas, Approval of a Comprehensive Outdoor Recreation Plan, to be updated at least every five years, is a prerequisite to receive State of Wisconsin (“State”) and Federal funds for promoting and improving outdoor recreation spaces in the City of Milwaukee (“City”); and
Whereas, The City Comprehensive Outdoor Recreation Plan 2022-2027 (“CORP 2022-2027”) has been prepared with the cooperation of the City’s Department of City Development (“DCD”), the City’s Department of Public Works (“DPW”), the City’s Environmental Collaboration Office, and the Office of Equity & Inclusion; and
Whereas, CORP 2022-2027 establishes goals, policies and recommendations for the improvement and development of outdoor recreational facilities under the jurisdiction of the City for the five years following its approval in a manner consistent with the requirements set forth by the State; and
Whereas, CORP 2022-2027 makes recommendations related to the ongoing improvement and maintenance of City playgrounds, the continuing utilization of the successful MKE Plays model for playground development, growth of the City’s trail network, and the creation of new recreational spaces at formerly vacant lots through the HOME GR/OWN Program, all with the overall goal of ensuring that all residents have access to outdoor recreation facilities in the City; and
Whereas, On November 2, 2021, the Common Council of the City of Milwaukee (“Common Council”) adopted File No. 210991, directing DCD and DPW to conduct a feasibility study to identify locations that can be developed into neighborhood gathering spaces for economic development and cultural programming and report those findings to the Common Council within 120 days; and
Whereas, DCD and DPW have collaborated on this feasibility study, and many of the findings, recommendations, and potential projects align with the overall goals of the CORP 2022-2027 such that the Gathering Spaces for Milwaukee Feasibility Study is being incorporated into CORP 2022-2027 as an appendix to the document; now, therefore, be it
Resolved, That the Common Council of the City of Milwaukee, approves the City of Milwaukee Comprehensive Outdoor Recreation Plan 2022-2027, a copy of which is attached to this Common Council File; and, be it
Further Resolved, That the CORP 2022-2027, as approved, shall provide guidance and serve as the basis for decision-making by various City departments and the Common Council in its consideration of outdoor recreational issues.
