Title

Substitute resolution establishing a Sister Cities fund and authorizing contributions and expenditures from it.

Analysis

This resolution establishes a Sister Cities fund within the Office of the Common Council - City Clerk. Expenditures will be directed by the Sister Cities Committee for the purpose of strengthening Sister City relationships.

 

Body

Whereas, Section 320-47 of the Code of Ordinances provides for the establishment of a Sister Cities Committee to assist the City, through its Common Council, with the establishment and maintenance of sister city relationships pursuant to Sister Cities International regulations; and

 

Whereas, The establishment and maintenance of sister city relationships often require the expenditure of funds; and

 

Whereas, Funds from the Sister Cities fund will be used for hospitality and gift-giving purposes when working with foreign delegates and officials, staffing to further coordinate sister city activities and programming, and additional events, programs and marketing; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Sister Cities fund is created in the Office of the Common Council - City Clerk; and, be it

 

Further Resolved, That the City Clerk’s Office is authorized to accept donations to the fund; and, be it

 

Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is directed to establish a special account within the budget for the expenditure of the contributions; and, be it

 

Further Resolved, That the City Comptroller is directed to transfer appropriations and estimated revenue from the General Fund Contribution Appropriation Control account, number 0001-2110-006300-D001, and the Estimated Revenue account for contributions, number 001-2100-009850, to the Clerk’s Office Contribution Account 0001-1310-006300-0001-DXXX, titled “Contributions - Sister Cities Fund”, and Estimated Revenue account 0001-1310-009850 for the purposes set forth in this resolution; and, be it

 

Further Resolved, That the Sister Cities Committee is directed to manage the expenditure of funds in the Sister Cities fund.
