Title

Substitute resolution relative to the acceptance and funding of the Wisconsin Supplemental Nutrition Assistance Program-Education (SNAP-Ed) from the State of Wisconsin Department of Health Services.

 

Analysis

This resolution authorizes the Health Department to accept and fund the Wisconsin Supplemental Nutrition Assistance Program-Education from the State of Wisconsin Department of Health Services in the amount of $20,000. The purpose of the Wisconsin Supplemental Nutrition Assistance Program-Education grant is to support nutrition education programming, community gardens and urban agriculture, healthy food retail support in existing and new businesses, City policy, zoning, and practice, Healthy Food Financing initiatives, creation of a community commercial kitchen, resident leadership and engagement, and other things.

 

BODY:

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Health Services to increase access to and consumption of healthy foods; and

 

Whereas, The operation of this grant program from 10/01/21 to 09/30/22 would cost $20,000 entirely provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant account of the 2021 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Supplemental Nutrition Assistance Program-Education Grant:Project/Grant                                                               GR0002100000

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2021 grant budget funds for training and out-of-town travel by departmental staff; and,

 

3.                     Enter into subcontracts as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2022 Positions Ordinance C.C. File Number 210761, should be amended as follows:
