Analysis

This resolution authorizes the Health Department to accept and fund the Strengthening Community Solutions to Improve Health Outcomes for Black Mothers and Infants Grant from Wisconsin Partnership Program in the amount of $107,849 grantor share and no city match. The purpose of this funding to provide supportive programs for Black Women’s health before pregnancy, expanding community-based models of care to be responsive to the desires/needs of pregnant Black women, and Strengthen access to post-partum maternal care and infant needs.

 

BODY:

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Partnership Program to provide supportive programs for Black Women’s health before pregnancy, expanding community-based models of care to be responsive to the desires/needs of pregnant Black women, and Strengthen access to post-partum maternal care and infant needs; and

 

Whereas, The operation of this grant program from 12.01.2021 to 12.31.2023 would cost $107,849 grantor share and no city match; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Partnership Program is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant account of the 2021 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Supplemental Nutrition Assistance Program-Education Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2021 grant budget funds for supplies and equipment by departmental staff; and,

 

3.                     Enter into subcontracts as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2022 Positions Ordinance C.C. File Number 210761, should be amended as follows:
