Analysis

This resolution authorizes the Health Department to accept and fund resolution relating to the development of a joint pilot program from Milwaukee County Department of Health and Human Services in the amount of $52,000 grantor share and no city match. The purpose of this funding to provide doulas to 100 new mothers in the 53206 Zip Code.

 

BODY:

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Milwaukee County Department of Health and Human Services to provide doulas to 100 new mothers in the 53206 Zip Code; and

 

Whereas, The operation of this grant program from 01.01.2022 to 12.31.2022 would cost $52,000 grantor share and no city match; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the Milwaukee County Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant account of the 2022 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Community Based Doulas Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2022 grant budget funds for supplies and equipment by departmental staff; and,

 

3.                     Enter into subcontracts as detailed in the grant budget; and, be it
