Title

A substitute ordinance to further amend the 2022 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Department of Administration (Information and Technology Management Division), Comptroller, Election Commission, Department of Emergency Communications, Department of Employee Relations, Employes’ Retirement System, Fire and Police Commission, Fire Department (EMS/Training/Education Bureau Decision Unit), Health Department (Clinical Health Services; Community Health Division; Policy, Innovation & Engagement Division, Auxiliary COVID-19 Positions), Department of Public Works (Operations)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 210761 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Administration, Information and Technology Management Division, Information Services Section”, delete two positions of “Public Safety Systems Administrator”.

 

Under “Applications and Development Section”, add two positions of “Public Safety Systems Administrator”.

 

Under “Fire Department, EMS/Training/Education Bureau Decision Unit”, amend footnote “(M)” to read as follows:

 

“(M)                     To expire 07/31/23 unless the Implementing Overdose Prevention Strategies at the Local Level (IOPSLL) Grant, is extended.” 

 

Under “Health Department, Clinical Division Services”, amend footnote “(HH)” to read as follows:

 

“(HH)                     To expire 12/31/22 unless the Hepatitis B Immunization Grant is extended.  A portion of the Health Interpreter Aide may be funded by the Immunization Action Plan Grant.”

 

Under “Community Health Division”, add new footnotes “(OO)”, “(PP)”, and “(YY)” to read as follows:

 

“(OO)                     To expire 09/30/22 unless the FoodShare Outreach - Wisconsin Supplemental Nutrition Assistance Program (SNAP) Grant is extended.”

 

“(PP)                     To expires 12.31.23 unless the Strengthening Community Solutions to Improve Health Outcomes for Black Mothers and Infants Grant is extended.”

 

“(YY)                     To expire 12/31/26 unless the State ARPA Recovery Fund Grant is extended.”

 

Under “Healthcare Access”, add footnote designation “(OO)” to four positions of “Health Access Assistant (X)” and one position of “Healthcare Access Program Coordinator (X)(Y)(HHH)”.

 

Under “Maternal & Child Health”, add footnote designations “(PP)” to one position of “Doula Program Manager (X)(Y)” and one position of “Doula Program Coordinator (X)”.

 

Under “Office of Violence Prevention”, add one position of “Suicide Prevention Manager (X)(YY)”, add one position of “Crisis Response Coordinator (YY)”, add one position of “Grant Coordinator (X)(YY)”, add one position of “Fiscal Coordinator (X)(Y)(YY)”, add one position of “Youth Violence Prevention Coordinator (YY)”, and add one position of “Senior Operations Manager (YY)”.

 

Under “Policy, Innovation & Engagement Division”, amend footnote “(II)” to read as follows:

 

“(II)                     To expire 09/30/22 unless the SNAP-Ed Collective Action Grant is extended. Partially funds one position of Public Health Strategist.”

 

Under “Auxiliary COVID-19 Positions”, amend footnote “(SS)” to read as follows:

 

“(SS)                     To expire 06/30/2022 unless the 2020-2022 COVID 19 Pilot Funding Program is extended.”

 

Part 2.  Part 1, Section 1 of ordinance File Number 210761 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2022 - January 9, 2022):

 

Under “Election Commission, Election Services Division”, add footnote designation “(X)” to one position of “Election Services Business Systems Coordinator”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 210761 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 5, 2022 - February 20, 2022):

Under “Comptroller, Public Debt Commission”, delete one position of “Public Debt Specialist” and add one position of “Capital Finance Manager”.

 

Under “Election Commission, Election Services Division”, delete one position of “Election Services Administrator” and add one position of “Voter Outreach and Education Coordinator (X)”.

 

Under “Department of Employee Relations, Administration Division”, delete one position of “Marketing and Communications Officer” and add one position “DER Marketing and Communications Officer”.

 

Under “Employee Benefits Division”, add one position of Business Operations Associate”.

 

Under “Operations Division, Staffing and Certification Services”, delete one position of “Human Resources Analyst”, add one position of “Human Resources Analyst - Senior”, delete one position of “Test Administration Coordinator”, and add one position of “Test Administration Specialist”.

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2022 (January 9, 2022).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2022 (February 20, 2022).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2022 (March 6, 2022).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
