Title

Substitute resolution relative to the funding of the 2021 - 2026 ARPA COVID Recovery Fund Grant from the State of Wisconsin Department of Administration(DOA). 

Analysis

This resolution authorizes the Health Department’s Office of Violence Prevention (OVP) to spend 2021 - 2026 ARPA COVID Recovery Grant Funds from the Wisconsin Department of Administration in the amount of $8,400,000 with no City match. The purpose of the grant is to implement the Violence Prevention Response to COVID-Related Challenges project to increase Milwaukee’s violence prevention response. The project takes a public health approach to violence prevention, addressing the significant increases in crime and decreases in markers of community well-being. The targeted violence prevention efforts include crisis response coordination, suicide prevention intervention, youth violence prevention intervention, launch of the Violence Prevention Partnership, neighborhood-based implementation of the Blueprint for Peace, OVP internal capacity support, and expansion of 414LIFE’s team of violence interrupters. The project will include competitive re-granting to community-based organizations, as well as significant coordination with community organizations and residents. Target locations and populations are aligned with priority neighborhoods defined in the Blueprint for Peace.

 

Body

Whereas, The City of Milwaukee is eligible for grant funds from the State of Wisconsin Department of Administration(DOA) to implement evidence-based violence prevention and community engagement programs; and

 

Whereas, The grant will operate from March 1, 2021 through December 31, 2026, with grant funding of $8,400,000 provided entirely by the grantor with no City match and;

 

Whereas, Common Council File Number 211652 adopted February 8, 2022 authorized acceptance of this grant; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that this grant from the State of Wisconsin Department of Administration (DOA) is authorized and the Health Department shall expend this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent of the 2021 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Recast Milwaukee Project Grant:

2.                     Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and

 

2.                     Expend from the 2021 grant budget for training and out-of-town travel by departmental staff; and

 

3.                     Expend from the 2021 grant budget funds for specific items of equipment; and be it

 

Further Resolved, That the appropriate City officials, including the Commissioner of Health, may enter into sub-award agreements as allowed under the terms of the grant and following guidance from the grantor; and, be it

 

Further Resolved, That the Common Council directs that the 2022 Positions Ordinance, C.C. File Number 211761, should be amended as follows:
