Minutes note: Robert Seleen - DPW - said that this is a continuation of a project that started back in 2019 by laying sanitary laterals in the neighborhood and that the second phase was to install sump pumps and foundation drain disconnections which was scheduled for the summer of 2020 but got delayed. He added that what they are asking now is to reinstate the funding to continue with the project.

Analysis

Resolution relative to acceptance and funding of a Private Property Inflow and Infiltration grant from the Milwaukee Metropolitan Sewerage District (MMSD) for a project in the area bounded by West Arthur Avenue to West Kinnickinnic River Parkway from South 60th Street to South 72nd Street. The resolutions also authorizes the Commissioner of Public Works to execute a Private Property Inflow and Infiltration  Funding Agreement with MMSD and to fund with 100% Grantor funding.

 

Body

Whereas, The City of Milwaukee (City) is eligible to accept funding from the MMSD through the MMSD’s Private Property Inflow and Infiltration (I/I) reduction program; and

 

Whereas, The work proposed for this area is for disconnecting foundation drains from the sanitary sewer building lateral, installing a sump pump, and the installation of piping from the sump discharge coming out of the front of the building to the properties existing storm lateral.

 

Whereas, This program is 100% voluntary; and

 

Whereas, MMSD has offered to reimburse the City with grant funds not to exceed $1,428,875; and

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to accept and execute grant funding for the I/I reduction project without further Common Council approval unless the terms of the grant change as indicated in Common Council file 030712 (Grant Ordinance); and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, Infrastructure Services Division which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget as long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
