Title

Resolution relating to the adjustment of allocations for the first tranche of American Rescue Plan Act funds.

Analysis

This resolution authorizes the Department of Administration to adjust the portions of the first tranche of the City’s American Rescue Plan Act award relating to the plan for $30 million in levy savings so as to be consistent with the 2022 Adopted Budget and to comply with federal guidelines. The Department of Administration shall report adjustments to the Finance and Personnel Committee prior to authorizing City departments to expend newly-allocated ARPA funds.

Body

Whereas, On October 21, 2021, the Common Council of the City of Milwaukee allocated the remaining unappropriated balance of the City’s first tranche of American Rescue Plan Act (ARPA) funds, totaling $179,663,324.50, to various City departments, as set forth in Exhibit A of Common Council File Number 210894; and

 

Whereas, Certain ARPA appropriations set forth in Exhibit A relate to a plan for $30 million in levy savings; and

 

Whereas, On November 5, 2021, the Common Council approved the 2022 Adopted Budget; and

 

Whereas, The 2022 Adopted Budget includes a number of appropriations providing for $30 million in levy savings related to the ARPA award, but inconsistent with the plan as set forth in File Number 210894; and 

 

Whereas, Changes to the allocation of the first tranche of ARPA funds consistent with the 2022 Adopted Budget must be implemented to enable City departments to establish authorized projects and expend ARPA funds; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to adjust the $30 million “levy savings” portion of the first tranche of ARPA allocations, as set forth in Exhibit A of Common Council File Number 201894, among City departments to ensure consistency with the 2022 Adopted Budget; and, be it

 

Further Resolved, That the Department of Administration is authorized to further adjust the $30 million “levy savings” portion of the first tranche of ARPA allocations among City departments as needed to ensure compliance with ARPA guidelines established by the U.S. Department of the Treasury; and, be it

 

Further Resolved, That the Department of Administration shall report adjustments made to comply with ARPA guidelines to the Finance and Personnel Committee prior to authorizing a City department to expend newly-allocated ARPA funds; and, be it

 

Further Resolved, That the City Comptroller is authorized to establish the necessary accounts and accounting procedures to carry out the intent of this resolution.
