Holly Rutenbeck said that the post card survey was positive and that the Alderman supports the project. Ald. Borkowski moved approval. 2nd Aldermanic District N. 87th St.—W. Thurston Ave. to W. Carmen Ave. (ST211200118) Install traffic calming speed hump(s). Holly Rutenbeck said that the post card survey was positive and that the Alderman supports the project. Paula Levy and Mr. Levy - 5714-16 N 87th St - support the project. Als. Perez moved approval. 3rd Aldermanic District Alley betw. E. Linnwood Ave., E* Locust St., N. Prospect Ave., N. Stowell Ave. (ST212040121) Concrete alley pavement reconstruction, and grading. Holly Rutenbeck said that the post card survey was positive and that the Alderman supports the project. Peter - 3250 N Prospect - said that he is in support because it is difficult to have a private contractor to put equipment on the alley (snow plow) because of the very poor condition. Ald. Kovac said that he wishes that the bricks to be replaced instead. Mary Dziewiontkoski said that it will be requested. Ald. Zamarripa moved approval. 5th Aldermanic District N. 87th St. — W. Lisbon Ave. to W. Melvina St. (Incl. W. Elmore Ave. — N. 87th St. to N. 88th St. (ST211200129) Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (6.5* width of tree border and grading. Holly Rutenbeck said that the post card survey was negative. Amanda Kaminski (neighbor 87th St) said that she is not able to pay the fee and that the city should cover the entire cost since property taxes have gone up. Ald. Borkowski moved to delete this project based on the results of the survey and neighbor's testimony. 6th Aldermanic District Alley betw. N. Buffum St., E. Chambers St., E. Locust St., N. Richards St. (ST212180121) Concrete alley pavement reconstruction, and grading. Holly Rutenbeck said that no post card survey was available yet. Elizabeth Martin (neighbor) - 2974 N Richards St - said she is fine with the alley being like this Ald. Craig - 2933 S Superior St - said that he has lived there for 29 years and that there have been 6 accidents in the last year so he supports the project. Jacj Walfoot - 2787 S Superior St - said that he has lived for there since 2007 and believes that the problem is drunk driving and speeding and that he is in opposition. Samantha Meagher - 2947 S Superior St -said that she has lived there for 54 years and also believes that drunk driving is the problem and that she is opposition. Holly Rutenbeck said that the post card survey was positive and that the Alderwoman supports the project. Ald. Zamarripa moved approval. Ald. Borkowski moved approval of the file as amended.

Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $1,389,905.  The total estimated cost of these projects is $1,503,480.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

Alley betw. W. Capitol Dr., W. Fiebrantz Ave., N. 14th St., N. 15th St.  (ST212100104) File Number 100492: Concrete alley pavement reconstruction, and grading. (Assessable Alley Paving Fund - $58,470; Nonassessable Alley Paving Fund -- $80,500).  The total estimated cost for this project including the requested amount is $153,000.  This project is anticipated to be completed during the 2022 construction season.

 

2nd Aldermanic District

 

N. 87th St.-W. Thurston Ave. to W. Carmen Ave. (ST211200118) Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund - $1,790; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $13,600.  This project is anticipated to be completed during the 2022 construction season.

 

3rd Aldermanic District

 

Alley betw. E. Linnwood Ave., E. Locust St., N. Prospect Ave., N. Stowell Ave. (ST212040121) File Number 210856 Concrete alley pavement reconstruction, and grading. (Assessable Alley Paving Fund - $49,360; Nonassessable Alley Paving Fund -- $56,600).  The total estimated cost for this project including the requested amount is $115,000.  This project is anticipated to be completed during the 2022 construction season.

 

9th Aldermanic District

 

N. 81st St. - W. Acacia St. to W. Casper St. (ST211200123) File Number 200124: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7’ width of tree border area), and grading. (Assessable Reconstruction Paving Fund - $31,755; Nonassessable Reconstruction Paving Fund -- $221,250).  The total estimated cost for this project including the requested amount is $278,000.  This project is anticipated to be completed during the 2022 construction season.

 

12th Aldermanic District

 

W. Maple St. - S. 5th St. to S. 6th St. (ST211210134) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $1,635; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $7,400.  This project is anticipated to be completed during the 2022 construction season.

 

S. Union St. - W. Arrow St. to W. Bow St. (ST211210135) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $2,010; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $7,400.  This project is anticipated to be completed during the 2022 construction season.

 

S. 14th St. - W. Becher St. to W. Forest Home Ave.  (ST211200133) File Number 200358: Concrete pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (3’ width of tree border area), roadway narrowing, and grading. (Assessable Reconstruction Paving Fund - $79,605; Nonassessable Reconstruction Paving Fund -- $764,400).  The total estimated cost for this project including the requested amount is $869,000.  This project is anticipated to be completed during the 2022 construction season.

 

S. 15th Pl. - W. Mitchell St. to W. Lapham Blvd. (ST211210136) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $1,105; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $7,400.  This project is anticipated to be completed during the 2022 construction season.

 

S. 15th Pl. - W. Windlake Ave. to W. Lincoln Ave. (ST211210137) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $1,645; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $7,400.  This project is anticipated to be completed during the 2022 construction season.

 

14th Aldermanic District

 

S. Superior St. - E. Oklahoma Ave. to E. Russell Ave. (ST211200149) File Number 201064: Install concrete traffic calming speed tables. (Assessable Reconstruction Paving Fund - $35,280; Nonassessable Reconstruction Paving Fund -- $2,000).  The total estimated cost for this project including the requested amount is $45,280.  This project is anticipated to be completed during the 2022 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved That a portion of the speed hump projects will be utilizing ARPA (American Rescue Plan Act) funds:  The project/grant number is RG1515236101; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved,That projects Alley W. Capitol Dr. (ST212100104), N. 87th St. (ST211200118), Alley E. Linnwood Ave.(ST212040121), N. 81st St. (ST211200123), W. Maple St.(ST211210134), S. Union St. (ST211210135), S. 14th St.   (ST211200133), S. 15th Pl. (ST211210136), S. 15th Pl. (ST211210137), and S. Superior St. (ST211200149) will be billed after January 1, 2024, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following projects be deleted from the 2022 Paving Program: N. 87th St. (ST211200129) File Number 200358, Alley betw. N. Buffum St.(ST212180121) File Number 200706 .
