Title

Resolution relative to acceptance and expenditure of FPI & Carton Council grant funds to implement a capital improvement project for the City of Milwaukee Waukesha County Joint Materials Recovery Facility (MRF).

 

Analysis

This resolution authorizes the Department of Public Works to accept and expend cash grants from the Food Packaging Institute and Carton Council in the amount of $250,000 with a city share of $0 and a grantors share of $250,000. The purpose of the grant is to support additional recovery at the Joint MRF.

 

Body

Whereas, The Intergovernmental Cooperation Agreement (IGA) established by Resolution 131795 between the City of Milwaukee and Waukesha County created a regional recycling agreement for the processing and marketing of recyclables; and

 

Whereas, The City of Milwaukee and Waukesha County Joint MRF appears to be eligible for grant funds from the Food Packaging Institute & Carton Council to install additional sorting equipment to recover additional materials at the Joint MRF; and

 

Whereas, The acceptance of grant funds will divert greater amounts of recoverable materials from the landfill, save on waste disposal tipping fees, and generate additional revenue to support the recycling collection service; and

 

Whereas, The installation of one sorting robot will provide support during tight labor markets by covering two existing sorting positions while providing space for a worker for additional quality control; and

 

Whereas, The implementation of this grant project from 1/1/2022 to 1/1/2027 would cost approximately $327,194 of which, $38,597 (12%) would be provided by the city, $38,597 (12%) would be provided by Waukesha County, and $250,000 (76%) would be provided by the grantors; and

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Public Works shall accept this grant with terms substantially similar to the draft contract attached without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2022 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled FPI CCNA Robotics Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Public Works-Operations Division, which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Enter into subcontracts as detailed in the grant budget.
