Resolution relative to acceptance and funding of a 2022 Wisconsin Department of Justice Beat Patrol Program Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a 2022 Beat Patrol Program Grant from the Wisconsin Department of Justice (DOJ) in the amount of $168,952 with a city share of $42,238 and a grantor share of $126,714. The purpose of the grant is to conduct proactive community policing beat patrol to identify, reduce, and prevent crime through partnership with the community. This is a continuing grant that funds a portion of two Police Officer positions.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the WDOJ to conduct proactive community policing beat patrol to identify, reduce, and prevent crime through partnership with the community; and
Whereas, The operation of this grant from 01/01/2022 to 12/31/2022 would cost $168,952 of which $42,238 (25%) would be provided by the city and $126,714 (75%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2022 Special Revenue Grant and Aid Projects fund, the following amount for the program titled: 2022 Beat Patrol Program Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it
Further resolved, that the Positions Ordinance be amended as follows to reflect the change in footnote (S):
