Title
Substitute resolution approving the Envision South 13th Street Together Strategic Action Plan and amending the Southwest Side Area Comprehensive Plan and Near South Area Comprehensive Plan to include the Envision South 13th Street Together Strategic Action Plan as part of the City of Milwaukee’s Overall Comprehensive Plan, in the 12th, 13th, and 14th Aldermanic Districts.
Analysis
This substitute resolution approves the Envision South 13th Street Together Strategic Action Plan, amends the Southwest Side Area Comprehensive Plan and Near South Area Comprehensive Plan to include the Strategic Action Plan as part of the City's Overall Comprehensive Plan and directs City departments and agencies to work toward implementation of the Comprehensive Plan, as amended.

Whereas, On February 11, 2020, the Common Council of the City of Milwaukee (“Common Council”) adopted Common Council File No. 191566 directing the Department of City Development (“DCD”) to coordinate with community partners to develop a South 13th Street Strategic Action Plan; and
Whereas, A detailed strategic action plan has been prepared, which is titled the Envision South 13th Street Together Strategic Action Plan, a copy of which is attached to this Common Council File; and
Whereas, Since the adoption of the Southwest Side Area Comprehensive Plan and Near South Side Area Comprehensive Plan, there have been multiple projects, proposals, and initiatives in and around the South 13th Street and West Oklahoma Avenue corridors involving economic development, stormwater management, public health, transportation improvements, and placemaking; and
Whereas, Between 2006 and 2009, the Milwaukee Metropolitan Sewerage District and Sixteenth Street Community Health Centers developed the Kinnickinnic River Neighborhood Plan for the neighborhoods near the river and the corridors connecting to the Kinnickinnic River between South 6th Street and South 27th Street; and
Whereas, The Southwest Side Area Comprehensive Plan recommends reviewing whether the Kinnickinnic River Neighborhood Plan’s recommendations should be adopted as part of the Southwest Side Area Comprehensive Plan; and
Whereas, There was a need to unify all of these efforts to further the goals of the Southwest Side Area Comprehensive Plan and Near South Area Comprehensive Plan in the Envision South 13th Street Together Strategic Action planning area; and
Whereas, The creation of the South 13th Street Action Plan provides an opportunity for the recommendations of these efforts to be formally adopted as part of the Comprehensive Plan of the City of Milwaukee (“City”); and
Whereas, The South 13th Street Strategic Action Plan focuses on the South 13th Street corridor between West Morgan Avenue and West Harrison Avenue and the West Oklahoma Avenue corridor between South 6th Street and South 20th Street, with connections to the surrounding neighborhoods generally bounded by West Harrison Avenue to the north, South 6th Street to the east, West Morgan Avenue to the south and South 20th Street to the west; and
Whereas, The Envision South 13th Street Together Strategic Action Plan was created to supplement the City’s existing Comprehensive Plan to define a comprehensive vision and strategies for the revitalization of the South 13th Street and West Oklahoma Avenue Corridors by bringing economic development, multimodal transportation investments, an improved public realm, and sustainability together into a single plan document that establishes an implementation framework; and,
Whereas, The creation of the Envision South 13th Street Together Strategic Action Plan involved extensive public outreach, input and cooperation with the public and neighborhood stakeholders similar to the public process followed in the development of the City’s fourteen Area Comprehensive Plans; and
Whereas, On September 21, 2004, the Common Council adopted File No. 040565, setting forth an Evaluation, Update and Amendment Procedure for amending Area Comprehensive Plans; and
Whereas, That procedure, including a properly noticed public hearing, has been followed; now, therefore, be it
Resolved, That the Common Council of the City of Milwaukee, approves the Envision South 13th Street Together Strategic Action Plan, as recommended by the City Plan Commission, and amends the Southwest Side Area Comprehensive Plan and Near South Area Comprehensive Plan, with the inclusion of the Strategic Action Plan as an element of the City’s Overall Comprehensive Plan; and, be it
Further Resolved, That the amended Area Comprehensive Plan, as approved, shall include, as an appendix, a text reference to consult the Strategic Action Plan as a supplement to provide further guidance and serve as the basis for decision-making by the Common Council in its consideration of matters related to and located within the Envision South 13th Street Together Planning Area; and, be it
Further Resolved, That DCD, the Department of Public Works and other appropriate City departments and agencies are directed to work toward implementation of the Envision South 13th Street Together Strategic Action Plan; and, be it
Further Resolved, That the Commissioner of DCD is authorized to send copies of the Envision South 13th Street Together Strategic Action Plan to the parties identified as having responsibility for implementation of said Strategic Action Plan for their reference and use.
