Title

Substitute resolution requesting the executive director of the Fire and Police Commission to work with the Fire Department and the Police Department to survey employees who move out of the city.

Analysis

This resolution requests the executive director of the Fire and Police Commission to collaborate with the Fire and Police Departments to develop a survey to be given to sworn Fire and Police Department personnel who choose to move outside the city of Milwaukee to understand why they have chosen to do so.

Body

Whereas, Sworn Fire and Police Department personnel are an essential part of Milwaukee’s civic fabric; and

 

Whereas, That fabric is strengthened when Police and Fire personnel are invested, mentally and physically, in the communities they serve; and

 

Whereas, Since the 2016 Wisconsin Supreme Court case that ended residency requirements, Milwaukee has been a dramatic departure of sworn personnel from the city; and

 

Whereas, As of 2021, 53% of sworn Fire personnel and 55% of sworn Police personnel now reside outside the City of Milwaukee; and

 

Whereas, These rates are higher than both the City’s overall rate of 34% of total personnel residing outside of the city, and the 21% of general City employees who reside outside of the city; and

 

Whereas, Reversing this trend will require detailed knowledge of the forces that are driving it; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council requests the executive director of the Fire and Police Commission to collaborate with the Fire and Police Departments to develop and implement a survey to be given to sworn Police and Fire personnel who choose move outside the city of Milwaukee to understand why they have chosen to do so; and, be it

 

Further Resolved, That the executive director of the Fire and Police Commission shall submit an annual report to the Common Council with the results of each survey.
