Title
Substitute resolution relating to Equity Impact Statements.
Analysis
This resolution directs the City Clerk report annually on the Equity Impact Statements submitted by departments and attached to grant resolutions, development agreements, contracts, and changes to penalty provisions in the code.

Body
Whereas, The City of Milwaukee is fully committed to implementing strategies, policies, and practices designed to advance and achieve racial equity and inclusion in education, housing, workforce development, criminal justice, violence prevention, and the delivery of quality and timely government services; and

Whereas, Section 50-6 of the City Code requires an equity impact statement for every proposed Common Council resolution or ordinance involving a development agreement, grant, city contract, and the creation of, or change in, a penalty provision of the code; and

Whereas, This ordinance provides that the chair of any standing committee may request an equity impact statement for any resolution or ordinance assigned to the committee; and

Whereas, An Equity Impact Statement is intended to assess the positive and negative impacts of the types of common council legislation specified herein on minority groups; and

Whereas, Minority groups covered by this ordinance are: African-Americans, Hispanics, Asians and Pacific Islanders, Native Americans and Alaskan Natives, persons with disabilities, persons identifying or describing their sexual orientations or gender identities as lesbian, gay, bisexual, transgender, queer or questioning now; therefore, be it

Resolved, By the Common Council of the City of Milwaukee, directs the City Clerk to report annually on the Equity Impact Statements submitted by departments and attached to grant resolutions, development agreements, contracts and changes to penalty provisions in the code.
