Title
Resolution directing the Department of Public Works to prepare a report on the feasibility of various improvements to a portion of N. Water Street.
Analysis
This resolution directs the Department of Public Works and the Department of City Development to investigate the narrowing of N. Water Street from E. Clybourn Street to the Milwaukee River to provide one travel lane and one parking lane in each direction. The departments will also determine if protected bicycle lanes, left turn lanes, widened sidewalks and appropriate street scaping can be financed with a new Tax Incremental District involving the proposed development at 333 N. Water Street. The departments shall report back to the Common Council by January 31, 2022.
Whereas, Reckless driving in the city has created significant risks to the health and safety of the community; and
Whereas, The City of Milwaukee recognizes a need for taking a proactive and prevention-oriented approach to decrease the number of reckless driving incidents; and
Whereas, The Common Council adopted Resolution File Number 181420 on January 14, 2019, creating a City-County Carjacking and Reckless Driving Task Force, which issued its final report and recommendations in June, 2020; and
Whereas, The City of Milwaukee’s Complete Streets Policy, adopted by Common Council File 180922 on October 16, 2018, supports facilities that maximize safety and comfort for all users, of all ages and abilities, whether walking, using mobility aids, bicycling, riding public transportation, or driving motor vehicles; and
Whereas, A 32-story, 295-unit apartment building has been proposed for the 0.79 acre parcel at 333 N. Water Street; and
Whereas, The $140 million development will include a parking structure and approximately 15,000 square feet of street-level retail space; and
Whereas, The Common Council's Zoning, Neighborhoods and Development Committee has approved a zoning change to allow a mixed-use development on the site; and
Whereas, Construction of the development is expected to begin in May, 2023, and take approximately 22 months; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works and the Department of City Development are directed to investigate the narrowing of N. Water Street from E. Clybourn Street to the Milwaukee River to provide one travel lane and one parking lane in each direction; and, be it
Further Resolved, That the departments will investigate and determine whether protected bicycle lanes, left turn lanes, widened sidewalks and appropriate street scaping can be constructed and financed with a new Tax Incremental District involving the development at 333 N. Water Street; and, be it
Further Resolved, That the departments shall provide a report to the Common Council by January 31, 2022.
