Title

A substitute ordinance to further amend the 2022 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Department of Administration (Community Development Grants Administration), Department of City Development, Common Council - City Clerk, Fire and Police Commission, Health Department (Office of the Commissioner and Health Administration, Clinical Services Division, Community Health Division, Environmental Health Division), Library, Department of Neighborhood Services

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 210761 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Administration, Community Development Grants Administration Division”, add one position of “Grants Compliance Manager (X)(Y)(C) and add footnote “(C)” to read as follows:

 

“(C)                     To terminate upon expiration of the American Rescue Plan Act funding.”

 

Under “Department of City Development, General Management & Policy Development Decision Unit, Office of the Commissioner”, add footnote designation “(E)” to one position of “Commissioner-City Development (B)(C)(D)(X)(Y)” and add footnote “(E)” to read as follows:

 

“(E)                     The Department of City Development, in consultation with the City Attorney’s Office, shall examine the feasibility of City-owned property being used for advertising.”

 

Under “Common Council - City Clerk”, add footnote designation “(D)” to one position of “City Clerk (Y)(C)” and add footnote “(D)” to read as follows:

 

“(D)                     The City Clerk shall report annually on equity impact statements.”

 

Under “Fire and Police Commission”, add footnote designation “(A)”to one position of “Fire & Police Commission Executive Director (X)(Y)” and add footnote “(A)” to read as follows:

 

“(A)                     The Fire and Police Commission shall work with the Fire and Police departments to develop a survey for employees who move out of the city to provide their reasons for moving out of the city."

 

Under “Health Department, Office of the Commissioner and Health Administration, Commissioner’s Office”, add footnote designation “(C)” to one position of Commissioner - Health (B)(X)(Y)” and add footnote “(C)” to read as follows:

 

“(C)                     The Health Department shall explore possibilities of capturing more payments from property owners involved in lead remediation.”

 

Under “Clinical Services Division”, amend footnotes “(B)”, “(F)”, “(U)”, and “(DD)” to read as follows:

 

“(B)                     To expire 12/31/22 unless the HIV Partner Services, available from the State of Wisconsin Department of Health Services, is extended.”

 

“(F)                     To expire 12/31/22 unless the STD AAPPS, available from the State of Wisconsin Department of Health Services, is extended.”

 

“(U)                     To expire 12/31/22 unless the Family Planning Grant, available from the Wisconsin Department of Health Services, is extended.”

 

“(DD)                     To expire 12/31/22 unless the Immunization Action Plan Grant is extended.”

 

Under “Community Health Division”, amend footnotes “(C)”, “(J)”, “(N)”, and “(HHH)” to read as follows:

 

“(C)                     To expire 12/31/22 unless the Women’s, Infant’s and Children’s Grant, available from the Wisconsin Department of Health Services, is extended.”

 

“(J)                     To expire 12/31/22 unless the Maternal and Child Health Grant is extended.”

 

“(N)                     To expire 12/31/22 unless the Newborn Hearing Screening Grant is extended. Partially funds one position of Public Health Nurse.”

 

“(HHH)                     To expire 12/31/22 unless the Medical Assistance (MA) Outreach Forward Health Grant from the State of Wisconsin Department of Health Services is extended.”

 

Under “Office of Violence Prevention”, add footnote designations “(Z)” and “(BB)” to one position of “Violence Reduction & Prevention Program Director (H)(L)(X)(Y)” and add footnotes "(Z)" and “(BB)” to read as follows:

 

“(Z)                       The Health Department shall provide metrics to evaluate the efficacy of the services of the Office of Violence Prevention.”

 

“(BB)                     The Office of Violence Prevention shall provide annual reports related to trauma care and Fire and Police personnel.”

 

Under “Environmental Health Division”, amend footnote “(Z)” to read as follows:

 

“(Z)                     To expire 12/31/22 unless the Childhood Lead Detection Grant is extended.”

 

Under “Library, Central Library Decision Unit, City Archives Unit”, add one position of “Librarian III”.

 

Under “Central Library Services Pool”, delete one position of “Librarian III”.

 

Under “Talking Book and Braille Library (D)”, delete four positions of “Library Circulation Services Representative (D)”.

 

Under “Department of Neighborhood Services, Office of the Commissioner”, add footnote designation “(A)” to one position of “Commissioner-Bldg. Inspection (X)(Y)” and add footnote “(A)” to read as follows:

 

“(A)                     The Department of Neighborhood Services shall use, at minimum, $400,000 of demolition money for properties in areas of concentrated blight.”

 

Part 2.  Part 1, Section 1 of ordinance File Number 210761 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2021 - March 21, 2021):

 

Under “Department of City Development, General Management and Policy Development Decision Unit, Planning Section”, delete one position of “Strategic Development Manager (Y)”, add one position of “Urban Design Coordinator”, delete one position of “Senior Planner - Architectural Design”, and add one position of “Senior Planner - Urban Design”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 210761 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2021 - May 30, 2021): 

 

Under “Library, Central Library Decision Unit, Education & Outreach Services Section”, delete three positions of “Library Education Outreach Specialist (X)” and add three positions of “Library Education Outreach Coordinator (X)”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 210761 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2021 - November 14, 2021):

 

Under “Health Department, Community Health Division, Empowering Families of Milwaukee (EFM)”, delete three positions of “Health Project Coordinator - EFM (E)(X)(Y)(UU)” and add three positions of “Health Project Supervisor - Empowering Families of Milwaukee (E)(X)(Y)(UU)”.

 

Under “Prenatal & Reproductive Health”, delete one position of “Strong Babies Program Manager (X)(Y)(J)” and add one position of “Strong Baby Program Manager (X)(Y) (J)”.

 

Under “Women, Infants & Children”, delete two positions of “Health Project Coordinator - WIC (C)(Q)(X)(WW)” and add two positions of “Health Project Supervisor - WIC (C)(Q)(X)(WW)”.

 

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 7, 2021 (March 21, 2021).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 12, 2021 (May 30, 2021).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 24, 2021 (November 14, 2021).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
