Substitute resolution relative to the acceptance and funding of the 2021 - 2023 Public Health Workforce Grant from the State of Wisconsin Department of Health Services.
Analysis
This resolution authorizes the Health Department to accept and fund the 2021 - 2023 Public Health Workforce Grant from the Wisconsin Department of Health Services in the amount of $619,900 with no city match. The purpose of the contract is to establish, expand, train and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, recovery initiatives, including school-based health programs.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Health Services for the 2021 - 2023 Public Health Workforce Grant to establish, expand, train and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, recovery initiatives, including school-based health programs; and
Whereas, The operation of this grant project from 07.01.2021 to 06.30.2023 would cost $619,900 would be provided entirely by the grantor with no city match and; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2021 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2021 Public Health Workforce Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2021 grant budget funds for trainings and workshops;
3. Expend from the 2021 grant budget funds for supplies and equipment;
4. Expend from the 2021 grant budget funds for contracts;
Further Resolved, That the Common Council directs that the 2021 Positions Ordinance, C.C. File 200537, should be amended as follows:
