Title

Resolution authorizing the Commissioner of Public Works to execute a Professional Services Agreement between the City of Milwaukee and Stantec Consulting Services, Inc. to undertake surface distress survey and roughness testing of pavements and to update to the existing Pavement Management Administration System in 2022.

 

Analysis

This resolution authorizes the Commissioner of Public Works to execute a Professional Services Agreement with Stantec Consulting Services, Inc. for performing surface distress survey and roughness testing of pavements and updating the existing Pavement Management Administration System.  The 2022 project is 100% City funded with a total estimated cost of $280,000.

 

Body

Whereas, The Department of Public Works (DPW) previously implemented a Pavement Management Administration System to assist in preparing the roadway paving program; and

 

Whereas, The Common Council of the City of Milwaukee has previously adopted Resolution Number 941631 on February 14, 1995, which authorized and directed the Commissioner of Public Works to engage a Consultant to assist the DPW in upgrading and expanding the existing Pavement Management Administration System; and

 

Whereas, The Common Council of the City of Milwaukee authorized the Commissioner of Public Works to enter into contract with the consultant to expand the existing Pavement Management Administration System to include Stantec Road Matrix Software, File Number 100214 on July 7, 2010; and

 

Whereas, The Common Council of the City of Milwaukee authorized the Commissioner of Public Works to enter into contract with the consultant to update the existing Stantec Road Matrix Software, File Number 120985 on November 8, 2012; and

 

Whereas, the consultant is the sole source of the services and proprietary Road Matrix Software, for the project; and

 

Whereas, The Pavement Management Administration System requires timely data for proper implementation with the last survey year being 2013-2014, and presently most of the data is outdated; and

 

Whereas, Surface distress survey and roughness testing data is necessary to evaluate the current condition of the pavements and thus assure proper implementation of the Pavement Management Administration System; and

 

Whereas, The Consultant would undertake surface distress and roughness testing and provide updates to the Pavement Management Administration System software; now, therefore, be it

 

Resolved, That the Commissioner of Public Works is authorized to enter into contract between the City of Milwaukee and Stantec Consulting Inc.; and, be it

 

Further Resolved, That the City Engineer is authorized to expend funds necessary for the surface distress and roughness testing, additional services and/or updates to the existing Pavement Management System and City engineering; and, be it

 

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to Stantec Consulting Services, Inc upon receipt of invoices for the costs of the project.
