Title
Substitute resolution approving the City’s participation in the Gun Safety Consortium.
Analysis
This resolution approves the City’s participation in a gun safety campaign known as the Gun Safety Consortium, and directs the proper City Officials to enter into an agreement on behalf of the City.
Body
Whereas, The City has been invited to participate in a gun safety campaign known as the Gun Safety Consortium (GSC) by Common Ground of Southeastern Wisconsin (Common Ground); and

Whereas, The GSC was launched by the faith leaders and citizens who make up the Metro Industrial Areas Foundation (Metro-IAF), of which Common Ground is a part; and

Whereas, The GSC is based on two strategies:

1. Use cities’ law enforcement as gun purchasers to increase demand for innovative, safer gun security products.

2. Increase shared awareness and advocacy through cities for smarter/safer gun security technology.

Whereas, The Metro-IAF’s mission is “social change that strengthens local communities;” and

Whereas, The GSC’s goal is to significantly reduce the number of firearm-related deaths, injuries and crimes in America by:

1. Evaluating new gun safety and security prototypes before they are developed and reach the market.

2. Providing feedback to firearms developers on new products that may enhance gun safety.

3. Buying products that have been identified as being able to protect law enforcement officers and their families.
4. Promoting the development and use of products that can help civilian gun owners secure their weapons.

Whereas, The GSC seeks to change the way governments purchase guns - prioritizing manufacturers that commit to gun safety and responsible gun sales; and

Whereas, The City of Milwaukee has a longstanding commitment to reducing gun violence and gun injuries through partnerships, policy, and advocacy; and
