Title

Resolution authorizing a Lease Agreement between the City and PCs for People for placement of Wireless Internet Service Provider (WISP) antennas at two City fire stations.

 

Analysis

This resolution authorizes a Lease Agreement between the City and PCs for People for placement of Wireless Internet Service Provider (WISP) antennas at 1313 W. Reservoir Avenue (Fire Station 5) and 2903 N. Teutonia Avenue (Fire Station 30).  Additionally, this resolution authorizes the Chief Information Officer to share fiber and provide network connectivity and telecommunications services at the expense of and for the use and benefit of PCs for People.

 

Body

 

Whereas, The Common Council adopted Resolution File Number 960170 on June 25, 1996, establishing a policy for the leasing of City facilities for the provision of wireless telecommunications services; and

 

Whereas, The Common Council further adopted Resolution File Number 991575 on February 18, 2000, amending said policy; and

 

Whereas, These resolutions designate the Department of Administration as the City’s sole negotiating agent for marketing City-owned sites to communication services vendors; and

 

Whereas, the City of Milwaukee wishes to increase broadband adoption in low-income households, especially in those areas of the City where 25% or more households lack broadband Internet access; and

 

Whereas, PCs for People, founded in 1998 as s a 501(c)(3) nonprofit organization, is a national leader in digital inclusion focused on getting low-cost computers and affordable broadband internet into the homes of low-income individuals; and

 

Whereas, in partnership with Walnut Way Conservation Corp and Microsoft, in summer of 2021, PCs for People established a fixed wireless internet hub serving the Lindsay Heights neighborhood and is planning to expand service in the area; and

 

 

Whereas, The Department of Administration has been working with the Milwaukee Fire Department and the City Attorney’s Office to negotiate a lease agreement with PCs for People relating to establishing fixed wireless internet hubs at 1313 W. Reservoir Avenue (Fire Station 5) and 2903 N. Teutonia Avenue (Fire Station 30) and sharing of internet connectivity at these locations; and

 

Whereas, The City of Milwaukee owns dark fiber and can provide network services in certain routes and telecommunications services that would be beneficial to PCs for People to further their mission even though the City cannot provide any customer service or connectivity guarantee for the use of that dark fiber; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council approves a Lease Agreement between the City and PCs for People, a copy of which is attached to this file; and, be it

 

Further Resolved, That the proper City officers are authorized to execute this lease agreement on behalf of the City of Milwaukee and to share dark fiber and to provide network connectivity and telecommunications services at no cost to the City of Milwaukee in certain routes where capacity is available to enable PCs for People to connect to provide access to and entry to the Department of Administration-ITMD Network Operations Center (ITMD-NOC).
