Analysis
This resolution expresses the City’s opposition to a reduction in the minimum age requirement to obtain a license to carry a concealed weapon, and directs the Department of Administration-Intergovernmental Relations Division to lobby in opposition to Wisconsin Assembly Bill 498 and Senate Bill 502.
Body
Whereas, Current state law generally prohibits an individual from carrying a concealed weapon unless the individual has a license to carry a concealed weapon that is issued by the Department of Justice; and

Whereas, Under current law, the Wisconsin Department of Justice may not issue a license to an individual who is under the age of 21; and

Whereas, Concealed carry laws have been associated with increases in violent crime; and

Whereas, Violence has a lasting and damaging impact on communities; and

Whereas, People who are directly and indirectly exposed to violence often have worse physical, mental, and emotional health than the general population; and

Whereas, Before the age of 21, an individual may not be able to appropriately weigh risks and benefits before taking action while carrying a firearm; and

Whereas, Wisconsin Assembly Bill 498 and Senate Bill 502 pending in the Wisconsin Legislature would lower the minimum age to be eligible to carry a concealed weapon; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee opposes reducing the minimum age requirement to obtain a license to carry a concealed weapon from 21 to 18; and, be it
