Analysis
This resolution authorizes the Health Department to accept and fund the Epidemiology and Laboratory Capacity (ELC): Project E - Emerging Issues for the Enhanced Detection, Response, Surveillance, and Prevention of COVID-19 Expansion Funding Grant from the Department of Health Services, Division of Public Health in the amount of $3,551,276 (100%) grant share with no city match. The purpose of the grant is to provide real-time detection of COVID-19 variants of concern, enhance and diversify genome sequencing and data analysis, and expand lab capacity to accommodate increasing demand and workload.

Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Department of Health Services, Division of Public Health to provide public health testing and consultative services; and

Whereas, The continued operation of this grant program from 03.01.2021 to 07.31.2023 would cost $3,551,276 comprised of $3,551,276 (100%) grantor share; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the DHS/DPH is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent of the 2021 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Epidemiology and Laboratory Capacity Grant:
