Title
Substitute resolution relating to the funding of the American Rescue Plan - HOME Investment Partnership Program (HOME-ARP) from the U. S. Department of Housing and Urban Development through the Community Development Grants Administration.
Analysis
This resolution authorizes the Community Development Grants Administration to amend its 2021 Annual Action Plan with the U. S. Department of Housing and Urban Development (HUD) for the City of Milwaukee’s Community Development entitlement funds. In addition, this resolution designates the Mayor as the authorized representative for the consolidated community development entitlement, approves the certifications required by the Department of Housing and Urban Development and authorizes the Community Development Grants Administration to execute and implement the projects to be designated in the Annual Action Plan and all amendments.

Whereas, The City of Milwaukee has been allocated supplemental funding through the American Rescue Plan for Community Development entitlement funding for 2021 of HOME-ARP funding at $20,309,464; and
Whereas, There is no local share required for this grant program; and
Whereas, The activities designated for funds are listed in Attachment A (page 35); now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration (CDGA) is hereby authorized to submit to the United States Department of Housing and Urban Development an amended 2021 Annual Action Plan as a part of the acceptance of Community Development Entitlement funding available under the American Rescue Plan, as well as any other related documentation required by the Department of Housing and Urban Development; and, be it
