Title
Resolution setting up funding from the Milwaukee Metropolitan Sewerage District (MMSD) for design engineering costs at a total estimated cost of $2,139,000 and an estimated City of Milwaukee share of $694,500 and a grantor share of $1,444,500 for six City owned bridges as part of the MMSD Kinnickinnic River Flood Management Project S. 6th Street to S. 16th Street Reach.
Analysis
This resolution directs the City of Milwaukee Comptroller to transfer funds and establish project grant chartfield values for the preliminary engineering for these project. The MMSD Agreement approved in Common Council File 190537 sets forth that MMSD will provide a percentage of funding based on the remaining useful life of the structure. The agreement provides for an average of 67 percent MMSD funds and 33 percent local funds. Construction funding will be included in future resolutions.
Body
Whereas, MMSD is undertaking the Kinnickinnic River Flood Management Project to expand the River Channel and replace the existing concrete-lined channel to a more naturalized stream design; and
Whereas, the City desires to cooperate with MMSD, on the terms and conditions in the MMSD Agreement as indicated in Common Council File 190537.

Whereas, the Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, Construction of these projects is currently scheduled to start in 2023-2025, now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public works to reimburse MMSD for design engineering costs as they occur for the improvement; and be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for design engineering for the projects (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
