Resolution approving the City of Milwaukee Safe Routes to School Strategic Plan.
Analysis
This resolution approves the City of Milwaukee Safe Routes to School Strategic Plan, in accordance with the City’s Complete Streets Policy, to coordinate Safe Routes to School efforts across agencies and organizations under a city- and district-wide program.
Body
Whereas, Safe Routes to School is an international movement that uses programs and infrastructure to encourage children to walk and bicycle to school; and

Whereas, Communities of color are disproportionately impacted by social determinants of health, such as a lack of safe places to walk, bike, or run; and

Whereas, The values of health, safety, and encouraging walking and biking to school are integrated throughout City of Milwaukee and Milwaukee Public School policies, programs and projects; and

Whereas, The City of Milwaukee’s Complete Streets Policy, adopted by Common Council File 180922 on October 16, 2018, supports facilities that maximize safety and comfort for all users, of all ages and abilities, whether walking, using of mobility aids, bicycling, riding public transportation, or driving motor vehicles; and

Whereas, The Complete Streets Policy also recognizes the importance of providing safe streets for residents traveling to school; and

Whereas, Resolution Common Council File Number 080537, adopted on October 7, 2008, approved an agreement between the City of Milwaukee and the Milwaukee Board of School Directors for the implementation of a Safe Routes to School Program; and

Whereas, Resolution Common Council File Number 151635, adopted on March 29, 2016, authorized the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation to develop a citywide Safe Routes to School policy plan; now, be it
