Title
A substitute ordinance to further amend the 2021 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Common Council - City Clerk, Employes’ Retirement System, Health Department, Library, Police Department
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows:
Under “Health Department, Community Health Division, Empowering Families of Milwaukee (EFM)”, delete seven positions of “Public Health Social Worker (E) (X)”, add seven positions of “Public Health Social Worker 3 (E) (X)”, and add one position of “Community Outreach Specialist (J)(X)”.
Under “Clinical Services Division, Laboratory”, delete one position “Assistant Lab Director”, delete one position “Chemist Supervisor”, and delete one position “Quality Assurance Specialist”.
Under “Environmental Health Division, Home Environmental Health”, add one position of “Home Environmental Health Manager (X)(Y)(EE)(QQ)”.
Under “Police Department”, amend footnote “(K)” to read as follows:
“(K) High Intensity Drug Trafficking Area (HIDTA) Grant. Position authority to expire if HIDTA funding and the HIDTA project are discontinued or until 12/31/22 unless the HIDTA grant is extended.”
Part 2. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2020 - October 3, 2020):
Under “Common Council - City Clerk, Television Services Section”, delete three positions of “Television Production Specialist II” and add three positions of “City Channel Production Specialist”.
Part 3. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2021 - May 30, 2021):
Under “Employes’ Retirement System, Information Systems”, delete one position of “Network Administrator” and add one position of “ERS Network Administrator”.
Under “Library, Administrative Services Decision Unit, Acquisitions and Serials”, delete one position of “Library Technician IV”, delete two positions of “Library Technician III”, delete four positions of “Library Technician II”, add one position of “Library Technical Services Coordinator”, add two positions of “Library Technical Services Specialist - Lead”, and add four positions of “Library Technical Services Specialist”.
Under “Copy Cataloging and Database Management”, delete one position of “Library Technician IV”, delete four positions “Copy Cataloging Technician II (B)”, delete one position of “Library Technician III”, delete four positions of “Library Technician II”, add one position of “Library Technical Services Coordinator”, add four positions of “Library Copy Cataloging Specialist (B)”, add one position of “Library Technical Services Specialist - Lead”, and add four positions of “Library Technical Services Specialist”.
Under “Branch Library Services Decision Unit, Branch Library Services Pool”, delete eleven positions of “Branch Library Services Assistant”, delete one position of “Branch Library Services Assistant (E)”, delete twenty-eight positions of “Library Circulation Assistant I”, delete five positions of “Library Circulation Assistant I - Bilingual”, delete twenty-three positions of “Library Circulation Assistant I (0.53 FTE)”, delete one position of “Library Circulation Assistant I (0.50 FTE)”, add eleven positions of “Library Services Coordinator”, add one position of “Library Services Coordinator (E)”, add twenty-eight positions of “Library Circulation Services Representative”, add five positions of “Library Circulation Services Representative - Bilingual”, add twenty-three positions of “Library Circulation Services Representative (0.53 FTE)”, and add one position of ‘Library Circulation Services Representative (0.50 FTE)”.
Under “Auxiliary Positions”, delete one position of “Library Circulation Assistant I” and add one position of “Library Circulation Services Representative”.
Under “Central Library Decision Unit, Humanities and Arts”, delete one position of “Library Circulation Assistant I (0.50 FTE)” and add one position of “Library Circulation Services Representative (0.50 FTE)”.
Under “Education & Outreach Services”, delete one position of “Library Services Assistant”, delete two positions of “Library Circulation Assistant II”, delete one position of “Library Circulation Assistant I (0.50 FTE)”, delete ten positions of “Teen Outreach Intern”, add one position of “Library Services Coordinator”, add two positions of “Library Circulation Services Representative - Lead”, add one position of “Library Circulation Services Representative (0.50 FTE)”, and add ten positions of “Library Teen Outreach Intern”.
Under “Talking Book & Braille Library (D)”, delete one position of “Library Services Assistant (D)”, delete two positions of “Audio Machine Technician (D)”, delete four positions of “Library Circulation Assistant I (D)”, delete one position of “Library Circulation Assistant I (0.53 FTE) (D)”, add one position of “Library Services Coordinator (D)”, add two positions of “Library Audio Machine Technician (D)”, add four positions of “Library Circulation Services Representative (D)”, and add one position of “Library Circulation Services Representative (0.53 FTE) (D)”.
Under “Circulation Bureau”, delete one position of “Administrative Specialist - Senior” and add one position of “Library Circulation Manager”.
Under “Tier and Book Handling”, delete two positions of “Library Circulation Assistant III”, delete two positions of “Library Circulation Assistant II”, add two positions of “Library Circulation Services Coordinator”, and add two positions of “Library Circulation Services Representative - Lead”.
Under “Registration/Book Return”, delete one position of “Library Circulation Assistant III”, delete two positions of “Library Circulation Assistant II”, add one position of “Library Circulation Services Coordinator”, and add two positions of “Library Circulation Services Representative - Lead”.
Under “Circulation Bureau Pool”, delete one position of “Library Circulation Assistant I (0.50 FTE)”, delete twenty-five positions of “Library Circulation Assistant I (A)”, delete one position of “Library Circulation Assistant I (F)”, add one position of “Library Circulation Services Representative (0.50 FTE)”, add twenty-five positions of “Library Circulation Services Representative (A)”, and add one position of “Library Circulation Services Representative (F)”.
Under “Interlibrary Services Grant (H)”, delete one position of ‘Library Circulation Assistant I (0.50 FTE) (H)” and add one position of “Library Circulation Services Representative (0.50 FTE) (H)”.
Under “Auxiliary Positions”, delete one position of “Library Circulation Assistant I” and add one position of “Library Circulation Services Representative”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2020 (October 3, 2020).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 12, 2021 (May 30, 2021).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
