Analysis

This resolution approves an Intergovernmental Agreement between the City of Milwaukee, through its Department of Public Works, and the Milwaukee County Transit System for operation of the East-West Bus Rapid Transit line.

Body

Whereas, In 2016, the Milwaukee County Transit System (“MCTS”, in cooperation with the City’s Department of Public Works (“DPW”), initiated the East-West Bus Rapid Transit (“BRT”) project, Milwaukee County’s planned 9-mile, regional, modern transit service connecting major employment, education and recreation destinations through downtown Milwaukee, Milwaukee’s Near West Side, Marquette University, Wauwatosa and the Milwaukee Regional Medical Center; and

 

Whereas, On July 26, 2016, the Common Council adopted File Number 160254, a resolution expressing the City’s support for development of Milwaukee County’s Locally Preferred Alternative for the East-West BRT project;

 

Whereas, On July 31, 2017, the Common Council adopted File Number 170541, a resolution amending File Number 160254 to establish a City policy that Milwaukee County’s East-West BRT line shall operate in mixed traffic west of Hawley Road and that the City shall not incur any expense or contribute financially to the development and operation of the BRT system unless reimbursed for these costs by Milwaukee County or the Milwaukee County Transit System; and

Whereas, DPW and MCTS intend to cooperate to assure maximum effectiveness of this joint effort; and

 

Whereas, Local funding for the East-West BRT project was approved in Milwaukee County’s 2017 and 2019 Adopted Budgets; and

 

Whereas, On November 5, 2019, the Common Council adopted File Number 191114, a resolution which facilitated reimbursement from MCTS to DPW for design work DPW performed to help complete the construction plans for the project; and

 

Whereas, The City of Milwaukee will not incur any expenses associated with the design, construction, maintenance, and coordination efforts for the East-West BRT project; and

 

Whereas, On December 12, 2020, the U.S. Department of Transportation and the Federal Transit Administration announced the execution of a $40.9 million grant award to Milwaukee County for the East-West BRT project; and

 

Whereas, The East-West BRT will provide improved transit access within an area of high transit ridership, numerous activity centers and increasing reinvestment in business centers and neighborhoods; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the draft Intergovernmental Agreement between the City of Milwaukee, through its Department of Public Works, and the Milwaukee County Transit System for operation of the East-West Bus Rapid Transit line, a copy of which is attached to this file, is approved; and, be it

 

Further Resolved, That the proper City officials are authorized and directed to execute an Intergovernmental Agreement for operation of the East-West BRT line that is in substantially the same form as the draft Agreement attached to this file.
