This resolution directs the Department of Neighborhood Services to develop a program to require laser-based images of buildings considered for demolition permits, as well as City-owned buildings scheduled for demolition or deconstruction. 

Body

Whereas, Historic preservation of buildings is an important way for us to transmit understanding of the past to future generations; and

 

Whereas, Old buildings are witnesses to the aesthetic and cultural history of a city, helping to give people a sense of place and a connection to the past; and

 

Whereas, Laser-scanning is just one of the newer technologies that have become part of an evolving, non-destructive process for evaluating buildings; and

 

Whereas, 3D laser-scanning can be used for a variety of building engineering applications, including historical documentation; and

 

Whereas, The condition of old buildings may require that they be demolished notwithstanding their historic or architectural significance; and

 

Whereas, Advances in the laser-scanning industry have made access to technology and equipment easier and less expensive; and

 

Whereas, Electronic files could allow for improved access to records for City departments and the public; and

 

Whereas, 3D-scanning of buildings allows for the creation of virtual tours, renderings and walk-throughs of historic buildings and neighborhoods, providing new educational and experiential benefits; and

 

Whereas, Scanned images of buildings will allow preservationists to recreate physical features of a site, such as wooden mantels, built-in cabinetry, windows and trim work with a level of accuracy that was previously unattainable; now, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Neighborhood Services is directed to develop a program to require laser-based images of buildings considered for demolition permits, as well as City-owned buildings scheduled for demolition or deconstruction.
